El Instituto Nacional de Tecnologías Educativas y de Formación del Profesorado (INTEF) ha publicado un resumen del informe ‘Competencias para un mundo digital’ de la OCDE. En este documento nos hablan de las competencias generales básicas que necesitamos para trabajar y participar en la sociedad del siglo XXI. Una de las competencias que cobra más fuerza es la competencia digital y el papel de las TIC es cada día más importante por las posibilidades que nos ofrecen de trabajar de manera colaborativa, de comunicarnos, de compartir, de dar acceso a la educación sin barreras espacio-temporales…, por todo esto es importante trabajar en el desarrollo profesional docente en materia TIC.

It’s said that we are in the “fourth industrial revolution,”4 and
the forces of digital disruption have deeply affected
businesses of every size and in every industry. Those forces
are affecting the higher education industry like every other,
but there are also prevailing winds unique to colleges and universities that are causing profound disruption. There are several major trends - demographic, technological, and cultural - that are creating challenges and opportunities for higher education leaders and driving technological change at nearly all institutions.
 
One key differentiator from most industries is that its most visible and prestigious members are non-profits; for these institutions, their competitive threats do not usually culminate in obsolescence, decreased revenue or new entrants to the market, but rather constitute a battle to attract the most talented students who want personalized communications from the university throughout their life cycle from applicant to student to alumnus. In addition, these students are the most digitally savvy consumers on earth, and expect the higher education product they purchase to have the same amount of constant availability and convenience as all other aspects of their lives. Their demand for always-on, always-connected services is changing the educational market and driving demand for new experiences in the most important investment of their lives to date.
 
According to the National Center of Education Statistics, there are over 4,600 degree-granting institutions in the United States as of 2015, and they each are under pressure to attract students, produce scholarly output, and raise funds for their operations. While the competitive forces at work in higher education do not have quite the same effects as those affecting other industries, these global trends are still driving change and modernization, and creating challenges and opportunities for which universities are seeking solutions.

La educación abierta en tanto superación de las dificultades, de las condiciones y de la organización para el aprendizaje, se ha constituido en un objetivo para los sistemas educativos en las sociedades desarrolladas. Las instituciones y los centros de investigación se esmeran en indagar qué modalidades de organización– son más eficaces al momento de obtener los resultados propuestos para cada modalidad de estudio o de rendimiento profesional. Se trata de ofrecer a los profesores y gestores docentes de la educación superior (ES) modalidades de diseño instruccional que consigan estos objetivos, que faciliten, en definitiva, la itinerancia de las situaciones actuales a una enseñanza universitaria abierta. Este es el desafío también en Latinoamérica. Esta editorial, si bien sirve de introducción al presente número especial de la revista Virtualidad, educación y ciencia, también intenta describir una panorámica general sobre la situación de la enseñanza abierta en línea, las tendencias y las causas que la determinan. 

Se asiste a un cambio global que viene impuesto por la permeabilización del espacio interuniversitario y la emergencia de universidades globales. La disrupción universitaria, entonces, supone un reto. La forma de afrontarlo es por medio de las fortalezas intrínsecas a las universidades locales, creando iniciativas de personalización y de inclusión genuinas para las comunidades latinoamericanas y de polos de investigación propios, incluyendo los de investigación educativa, con los nuevos entornos y metodologías, con la ayuda pedagógica in situ y personalizada (Christensen en Zapata-Ros, 2013d). Es de esta forma, con este tipo de hábitats, con lo que no pueden competir las agencias internacionales.

The digital adds another not-at-all-discrete meta-level layer. The tools we use for learning, the ones that have become so ubiquitous, each influence what, where, and how we learn—and, even more, how we think about learning. Books. Pixels. Trackpads. Keyboards. E-books. Databases. Digital archives. Learning management systems. New platforms and interfaces are developed every week, popping up like daisies (or wildfires). None of these tools have what we value most about education coded into them in advance.

There were no major surprises in Educause’s 2017 ECAR Study of Undergraduate Students and Information Technology. For four years running, the number of students preferring a blended learning environment that includes “some to mostly online components” has increased and those preferring a face-to-face only learning environment has continued to decline. The report did find, however, that tablets, which were gaining popularity a few years ago, are now on their way out as a device of preference.

The report gives an overview of an expert consultation on the role and future of education and skills in the digital world. It looks at which skills are important and necessary to undertake the different types of jobs available, and what skills we need to be thinking of developing now and in the future. It explores how we ensure that people are not left out of the digital age and have access to education on digital skills. It looks at how we think about formal education and how our thinking needs to evolve with the increasing adoption of digital tools and technologies, particularly among the younger generation. The report proposes a preliminary framework to ensure an inclusive education in an increasingly digital world and suggests roles for different stakeholders to ensure that this becomes a reality. The consultation highlighted the important role of government and industry in encouraging the greater use of digital technologies in learning. However, it also recognises that the future should not be driven by technology. The report notes that role of the educator is not diminished by the increased adoption of digital technologies, with it being seen as an effective tool to make learning more adaptive and flexible.

As digital tools continue to infiltrate college campuses, students and educators alike should rejoice. McGraw-Hill Education’s 2017 Digital Study Trends Survey found that 60 percent of students indicated digital learning tools have at least slightly improved their grades and have been very or extremely helpful in their academic life.

Overall, the students said that laptops — over things such as print materials and smartphones — are the devices they are most likely to use in class, for homework and for exam prep. A whopping 86 percent labeled laptops as an important tool for studying while only 33 percent said the same about smartphones and tablets.

En las últimas décadas, la educación superior se ha visto amenazada por el auge del Internet y los nuevos modelos educativos y métodos de entrega que han surgido gracias a este. Los MOOC (acrónimo en inglés de Massive Open Online Course), plataformas como Khan Academy, Lynda.com, Teachable, Udemy, Skillshare y universidades completamente en línea como la UOC (Universitat Oberta de Catalunya), el College for America de la Universidad del Sur de New Hampshire o el modelo disruptivo que ofrece el proyecto Minerva, han obligado a las universidades a repensar sus modelos educativos.

Es por eso que actualmente son muchas las universidades que han reconocido que más que una amenaza, el Internet y auge de la educación en línea representan una gran oportunidad para crear nuevos métodos de entrega que se adapten a las necesidades particulares de cada alumno y al cambiante mundo en el que vivimos.

Es así como un creciente número de universidades está adoptando modelos híbridos que combinan la enseñanza tradicional, es decir presencial, con la instrucción en línea, creando así modelos educativos flexibles y acordes a los nuevos tiempos.

Assessment is probably the strongest driver of education and the most significant obstacle to change. While high stakes testing focuses on low order skills, an emphasis on recall of knowledge and learned strategies for responding to predominantly content based questions progress will be stifled. Open a dialogue with teachers about the need to teach dispositions and it will not be long before someone says “That’s all very good, but I need to get my students ready for the test”.

One thing that is missed is the role of teachers. I agree that we need goals, parental engagement, and developing skills (or as John Dewey called them habits). The article points a finger at teachers as if the only way to teach creatively is to hold teachers externally accountable. The truth is, when we treat teachers that way, we deny them their creative practices to engage in the change.
