The poisonous air quality prompted the government to declare a “red alert,” closing schools, forcing motorists to stay off the road and shutting factories.

The Beijing government is trying to get 50% of the passenger cars off the road to reduce particulate matter pollution.  Sabertec's BLADE filter reduces PM 2.5 by 64%!.  Filters on tail pipes a better answer as it has the effect of removing 64% of the cars from the road permanently with out disrupting millions of lives.

Basically the pollution from exhaust hare affecting children's growth in the womb and causing them to have ADHD. There were traces of polycyclic aromatic hydrocarbons (PAHs) in the blood of the mothers whose children show signs of ADHD. Of course the smoke makes the kids brain go screwy.
