Almost a third of young people with statements of special educational needs (SEN) at the age of 16 are not in education, employment or training (NEET) by the time they turn 18, despite £640m being spent on SEN services for 147,000 students aged 16 to 25 in 2009/10. The report found that “vital support” for young people is not always prioritised in an overly complex system.

Here's a suggestion for getting away with cutting the social care budget - deny that that people need long term social care as they get older. That's what Sarah Pickup (president of the association of adult social services) argues here. If you decide there's no need then there's no service to provide.

 

Instead you offer 'enablement' which sounds to me very much like 'flexi-care' or 'short, sharp, shocks' of rehabilitation. Great for thru-put, great for stats but less effective for community health.
