Three members of LNA unit found shot dead south of Tripoli

Three soldiers attached to Libyan National Army (LNA) and two of their friends were found shot dead today in Wadi Rabie, near Tripoli International Airport.

The three were members of Brigade 103, which belongs to the LNA’s western command. In a statement this evening mourning them, it said they had been shot “treacherously.”

Naming four of them as Ghassan Shahima, Wajdi Shahima, Ahmed Al-Alem and Ahmed Al-Yacoubi ­(the identity of the fifth man has not been announced), it said they were originally from Tajoura and had been visiting friends and family in the capital for the first time in a long time. They had then gone missing, only to be found dead at dawn this morning.

It vowed to avenge their deaths which it blamed on Tripoli’s militias. It did not state which ones.

Wadi Rabie, consisting mainly of farms, is largely in the hands of militias opposed to both the Presidency Council and the LNA.

Brigade 103, formerly Brigad 101, is operating in the Bir Ghanem area, 90 kilometres southwest of the capital.

Libya, Britain discuss security cooperation - Xinhua | English.news.cn

TRIPOLI, Dec. 2 (Xinhua) -- Libya's Interior Minister, Fathi Bashagha, on Sunday met with the British Ambassador to Libya, Frank Baker, in the capital Tripoli and discussed security cooperation between the two countries.

Bashagha praised Britain's technical and logistic support for the Libyan government, stressing the Interior Ministry's need for direct international support by training and capacity building of the police and security forces.

According to a statement issued by the Interior Ministry, the British ambassador expressed his country's readiness to provide all necessary resources.

Baker confirmed that Britain is looking forward to constructive political and economic cooperation with the Libyan government for the region in general and Libya in particular to face all challenges.

On Nov. 15, the Libyan Ministry of Interior and British Crime Agency signed a memorandum of understanding (MoU) that includes training and technical support for the ministry's security personnel.

Libya's UN-backed Prime Minister Fayez Serraj in October approved new security arrangements in the capital Tripoli, which focus on forming joint police and army forces to secure the city.

Libyan security services struggle to train and equip their personnel, as the country suffers insecurity and chaos as well as domination of armed groups and militias that operate independently from the authorities.

The head of the State Council, Khaled Al-Meshri, met, on Monday, the European Union (EU) ambassador to Libya, Alan Bugeja, in Tripoli.

The media office of the State Council said in a statement that the meeting discussed the outcomes of Palermo conference on Libya, the constitutional amendments, and the referendum on the constitution draft.

Al-Meshri stressed the importance of ending the transitional stage and imposing a permanent system. He also called for taking a clear stance towards the constitution and the elections.

It is worth mentioning that Palermo conference had gathered the Libyan factions and talked about coming to general elections in 2019, launching a national campaign to save southern Libya, and forming a committee to prepare for a comprehensive national reconciliation conference.

On Monday the dinar gained value sharply, falling below the psychological five dinar point to LD 4.75 per US dollar. This is a huge gain for the dinar from last week when it was trading at between LD 5.30-5.35 per dollar The gain in the black-market value of the Libyan dinar comes on the back of the economic reforms introduced in September by the internationally-recognized Faiez Serraj Presidency Council and Government of National Accord. The reforms included the greater supply by the Central Bank of Libya (CBL) to the Libyan market of hard currency. This was implemented through the partial indirect devaluation of the dinar with the introduction of a183 percent levy on the official sale of hard currency (overwhelmingly US dollar) which values the US dollar, including other fees, at LD 3.90. TRIPOLI (Reuters) - Libya expects to end a long-running liquidity crisis by early 2019 as a foreign currency tax helps the official and black market exchange rates converge at less than 3 dinars to the dollar, the Tripoli-based deputy prime minister said.

The chasm between the two rates has enabled armed groups and their allies to reap vast profits to fund the conflict that has engulfed Libya since 2011, when a NATO-backed uprising overthrew Muammar Gaddafi after more than four decades in power.

Meanwhile ordinary Libyans, reliant on imports of everything from milk to cars, have seen living standards crumble.

Since 2014, Libya has had competing governments aligned with rival armed factions based in the capital Tripoli and the east.

The internationally recognized Tripoli government hopes its currency reforms will help restore confidence in the economy and chart a way out of the turmoil by putting the armed groups out of business, a main goal of U.N. efforts to stabilize Libya.....

Libya’s output of 1.25 million barrels per day (bpd) of oil is testament to the resilience of the National Oil Corporation (NOC) and more broadly the oil sector. The recovery of production this year is proof of the considerable wealth of professional expertise that exists in the sector.

As major international oil companies return to Libya, recovery should gather pace. The return of Schlumberger to work with Sirte Company for Gas and Oil Production, a unit of the NOC; of Winterstall and Gazprom, which have restarted production from the As Sarah field in the Sirte Basin; of Eni, which has brought new wells online at its Bahr Essalam development and the NOC’s agreement with Shell to provide oil for the rest of 2018 have helped stimulate other participants. Total has announced it will buy Marathon’s stake in Waha and BP and Eni announced plans to begin exploration in the Ghadames Basin in western Libya.

Libya is back after production oscillated from 1.6 million bpd before the revolution to as low as 200,000 bpd since then. The country’s advantages as an oil producer are easy to rehearse: Oil is relatively easy to extract, there are no serious geographical obstacles to easy exploration and export. Its quality is very high and Libya quality premium commands a premium in international crude markets, it thus has a direct influence on the top end of the market......
