Our soldiers turned a corner in Iraq not by applying more military force but by becoming more like policemen. They came out from behind their fortresses. They studied the human terrain. Federal marshals have secretly used powerful cellphone surveillance tools to hunt nearly 6,000 suspects throughout the United States, according to newly-disclosed records in which the agency inadvertently identified itself as the nation’s most prolific known user of phone-tracking devices.

Something to consider, so even if all 6000 were all wanted criminals (which they likely were considering the USMS mission), if there were 50-100 citizens in the vicinity of each collector over half a million people's 4th amendment rights were potentially violated.
