Maybe the key to law enforcement on Social Media is to put the community in charge of monitoring behaviour. At any social event if someone behaviours in the wrong way we kick them out of the group.  Of course this doesn't take in to account the malice comments and actions of some- this is something we experience in person when we see the consequences of our actions in the other persons emotional reaction.
