The move came into effect earlier this week, according to a report by the Russian ITAR-TASS news agency, which is one of the few foreign news services to maintain a bureau in the country.

My insight is that China and North Korea are catching students world wide spread cheating on the SAT exam. What this does is it causes them to have to hold students scores just so they can figure out what is going on. From what I read this causes some students to become angry.
