This reminds me off my recent coursera Johns Hopkins assignment called "Health for all" where the role of primary care and professional health workers as "central hotline & solution" point in villages are the key to preventative care . the PHA of the future will help bridge gaps between developed and developing countries, and inside developed countries by providing a "primary care " resource 24/7
