Young lawyer Henry Makeham was a participant. He has not only been promoting the value of aspiring leaders building linkages in their early years, but also has acted to establish a youthful version of Scanlan's American forum, the Australia China Youth Dialogue, which meets in both countries alternately, now in its third year.

More than 80 people gathered for the Australia China Youth Dialogue dinner organized by the Australia China Youth Association and co-sponsored by the ACAA and Australia China Business Council at Capital M restaurant in Beijing on October 4. The dinner kicked off the inaugural three-day event that brought talented Australian and Chinese youth together with key business leaders and thinkers from both countries, with the aim of enhancing Australia-China relations for the future.

To make sure we maintain a strong relationship, people-to-people dialogues are important. Australia now has over 30 bilateral dialogues with China, many at a ministerial level but also some including 1.5-track dialogues such as the Australia-China Forum. The Australian delegation included Professor Richard Rigby, Ambassador Frances Adamson, Rowan Callick, Tracy Colgan, Mike Gallagher, Henry Makeham (the founder of the Australia-China Youth Dialogue), Hamish McDonald, Peter Rowe, Trevor Rowe, Warwick Smith, Catherine Tanna, Frank Tudor, James Zeng and BJ Zhuang.

The week-long conference brings emerging leaders from Australia and China together to promote sophisticated cross-cultural understanding between the youth of both countries. A spin off from the Australia-China Youth Association, the ACYD is modelled on the Australian American Leadership Dialogue, and was conceived in response to an article by Professor Stephen FitzGerald, Australia’s first Ambassador to China which drew attention to the need for more institutionalised dialogue between Australia and China, through both government and non-government organisations.

After your rich program of speakers this week, you don't need me to stand here and tell you how important Asia – and especially China – is to Australia.

That's a given. It's why the Prime Minister has announced a White Paper looking at Australia's engagement with Asia. It's a recognition that Australia needs to become even more Asia-literate, to better understand Asia in all its dimensions – political, economic and cultural – and to position our economy and society appropriately to respond to the challenges and opportunities that the Asian century will create. And China's role in that Asian century is central.

Forums such as this can make an important contribution, bringing together the people that are the future of the Australia-China bilateral relationship.

You've already covered a wide range of issues, from the role of the Chinese diaspora to Australia's indigenous challenges, our trade relationship, the creative industries of both countries and, of course, China's international role.

What I would like to focus on tonight, as you wrap up the 2011 Australia-China Youth Dialogue, is a few of the key challenges and opportunities that you will face as future leaders and drivers of our bilateral relationship.

Ms Payne said that she felt privileged to be one of fifteen Australian representatives to be chosen out of about 600 who applied to attend the dialogue.

“I found out that I am also the very first delegate to represent the Northern Territory – and Katherine,” she said.

“Hopefully we’ll see a lot more Territorians applying in future years – I believe that the NT has a lot of talent that would provide a valuable contribution to these types of Forums.”
