Conflicting opinions in the U.S. : Though president Obama seems rather supportive of Abe's intentions to try and change the constitution, some of the U.S. military personnel have doubts about the good it would do to the region.

Abe wants to make Japan a "strong military power'. This most likely also includes changing the constitution. This article shows that even if the constitution remains unchanged, Abe still plans to make Japan be able to hold its ground when it comes to the current territorial disputes with China. That raises the following question: How much will Abe be able to strengthen the self-defence force whithin the limits of Article 9?

Japan launches U.S.-style NSC with eyes on China

Japan launched Wednesday a U.S.-style National Security Council to speed up policy decisions on diplomacy and defense to cope with security challenges amid increasing Chinese assertiveness at sea and in airspace.China's recent declaration of a new air defense identification zone over the East China Sea has raised concern about incidents at a time when Tokyo and Beijing are at odds over the sovereignty of the Senkaku Islands, claimed by Beijing as Diaoyu.

With its primary focus on diplomacy and defense, the NSC will likely discuss a set of defense agenda items that Tokyo is scheduled to approve by the year-end, including new defense program guidelines and a more overarching security strategy.

The launch of the NSC is seen as one of the main pillars of Prime Minister Shinzo Abe's drive to rework the country's defense posture and strengthen the defense capabilities of the Self-Defense Forces.

It is designed to strengthen the leadership of the prime minister's office in steering foreign and defense policies. The head office to be set up within the Cabinet Secretariat early next year will gather information from ministries and agencies to avoid sectionalism.

The conflict with China might significantly influence the way Japan thinks about changing Article 9. Their relation with China is already a delicate matter. If they were to change Article 9 now, China might interpret it as a hostile move. So to fully understand the current situation of the discussion involving the Japanese constitution, we also have to keep an eye on the relation with Japan's neighbouring countries.

According to PM Abe, Japan only wants to be able to contribute more actively to global security and support the U.S., who has a leading role in worldwide security. Therefore Japan's neighbouring countries should not worry about any danger Japan would pose if the Constitution were to be changed. Japan's PM is also convinced that China forms a far larger threat to the surrounding countries than Japan would if they had the right to collective self-defense.

As stated in this article, Abe will also need the support of the CLB if he wants to change the constitution. The CLB, or Cabinet Legislation Bureau, has the final word when it comes to interpreting the provisions of Article 9. Tsuneyuki Yamamoto, the former director-general of the CLB, has stated the following: "This has been debated constantly for half a century. Changing the current interpretation is difficult. To realize the type of right to collective self-defense that can be exercised on the other side of the world, it would be more appropriate to amend the Constitution."

One might add that for a country whose constitution states they can't have an army, the Japan Self-Defence Forces are exceptionally well trained. Which makes some Japanese wonder why Article 9 is still part of the constitution. Especially when Japan is  trying more and more to see how far they can stretch the limits imposed by that Article.

South Korea is very much opposed to any changes regarding Article 9. They see Japan's goal of being allowed to undertake military action, as a clear violation of the Japanese 'Pacifist' Constitution. Furthermore, South Korea remains unconvinced of Japan's regret when it comes to wartime activities and crimes. The resolution adopted by the parliamentary committee also urges the United States to use its influence on Tokyo and ease the Japanese urge for remilitarization.

Once again US and Japan show to be close allies. The US is an ally Japan will certainly need if they wants to reform their constitution. On the other hand Japan is currently reacting to the situation with China in a firm but peaceful way. Japan must show to the world that, even if they change Article 9 and regain the right to have their own army, they will keep resolving matters peacefully.

Maybe the changes planned for the GSDF are somehow linked to a possible change to Article 9? If China keeps pressing their claims on the Senkaku islands, it might evoke a change in the way Japan thinks about adapting the constitution. Is it possible that Japan will want to react more firmly instead of keeping their relationship with China somewhat stable?
