If Alberta's conservatives imagined U.S. President Donald Trump's decision immediately after his election last November to push the Keystone XL Pipeline project forward would provide an opening for them to attack the Alberta NDP government's policy of building social license for export development, they now need to re-examine their assumptions. With his recent decision to attack Canadian trade -- and his inclusion of energy along with milk, cheese and lumber on his grocery list of grievances -- President Trump has risked ruining his Canadian fellow travellers' strategy.

Simons: "In truth, there’s little this panel — or the Notley government — can do to force Ottawa to provide the funds our bands need, beyond some overdue public shaming. But Alberta could finally step in to bridge the gap, especially it comes to early intervention and preventative care, to make kids on reserve equal Albertans. Beyond money, we need to knit together our fractured system. Alberta’s 17 DFNAs operate in isolation from one another. Wouldn’t it make sense for neighbouring agencies to share resources and expertise, to work together on things like staff recruitment and training and hiring specialized services? And for DFNAs to work as true and respected partners to the rest of the child welfare system, instead of being treated as Cinderella stepchildren."

Marijuana wasn’t the only green thing being celebrated on April 20. In a somewhat unexpected move, the Calgary-based electricity company TransAlta announced it will accelerate the phase-out of eight coal-fired power units — representing almost 3,000 megawatts of generating capacity — with six of those to be converted to gas-fired generation between 2021 and 2023. The remaining two will be closed on Jan. 1, 2018. “It makes complete economic sense that they did that,” says Binnu Jeyakumar, electricity program director at the Pembina Institute, pointing to expiring power purchase agreements (PPAs) and an increasing inability for coal to compete with natural gas and renewables. While calculations vary, it’s estimated that the conversion of the six coal plants to simple cycle gas operations — a process that will cost around $300 million in total — will cut emissions by between 30 and 40 per cent per megawatt hour of electricity produced.
