Let's see if this project can get legs.  Several OEMs and operators have been spinning this for years... some of whom have even made bold suggestions that their products already "solve" seamless handoff betwween WAN and WLAN.   I'm looking for the day my smartphone just puts me on the best network at the fastest speed and at the lowest costs, based on my predefined policies and tolerances, without my having to make those decisions on the fly.
