.Intro/ Attention Graber: 1in 100 seems to be very little. 1 in 100 tends to be a big number with country that has three hundred million Americans. 1in 100 adults, male or female are currently serving a prison term. If you are not into statistics, two point nine million people are currently facing the wall behind a prison cell..Thesis: Many have call this numbers, atrociously high,which I can agree. It's somewhat troubling to know that twenty five percent of our population is behind bars. But what's more troubling is number of people who renters prison. One in three is more likely to reenter prison. And half of them are non-violent offenders. So what do we do as a nation?, do we call for more harsher prison Sentencing?  Or do we just keep doing what were doing? Which is nothing. I think neither. I think we should use every rehabilitative method to help nonviolent offender break their criminal trend. Personally, rehabilitation through correctional services in prison works more effective then harsher prison because it's cost effective, it reduces recidivism, it reduces crime, and reduce states budgets.        .Adaption: Since 1980, the spending on incarcerating a criminal has triple. While funding for education, forinstance, has decline substainually. With the declining funding for   education, many students has been taught in crumbling buildings and taught by outdated and beat up textbooks. That why I think rehabilitation is less costly and cost effective.    And if many states do impose on rehabilitative services, many of states would not cuteducation just to fund their prison budget..Preview: so I am going to.Define Rehabilitation.Talk about How Rehabilitation Is cost effective.A personal impact of Rehabilitation .Body:.Definitional: When people think about rehabilitation, most of them think drug treatment for drug addicts or physical therapy for a victim  of an accident or surgery. Yes, those are types of rehabilitation for different fields,but there is also penology rehabilitation. Penology Rehabilitation is a practice of changing the behavior patterns of a convicted offender and change there negative aspect of their life and change them as a whole before reentering society. Penology rehabilitationconsists of four criteria that a offender must do before reentering society. First, Academia Education, which is to help offenders gain a academic education in areas of:English, math, literature, and social science. Second, Job skills education, which is to train offenders before reentering society on how to find a job, maintain a job and teach the skills that are needed to perform the job. Third, Social values education, which is education on how to handle positive and negative life situation that takes place in society and how to renter in to a community without feeling pressured from old peers. Lastly, rehabilitation consist of physiology and behavior treatment, which offenders joins talkative group and individual therapy sessions and taught on how to control bad behavior patterns within themselves.1.Transition, this why I firmly believe rehabilitation is cost effectiveness and the effectiveness.Cost Effective: Now many of you are skeptical about the cost of rehabilitation. This is understandable. Many of you even argue that mythology of the effectives of rehabilitation. This is understandable, states budgets are being strained. But did you know it cost more to imprison a criminal than to rehabilitate them. According to federal bureau and statistics, it cost nearly on avg. $28,816.75 a year to hold a prisoner behind bars. A little note to remember, in California it cost nearly $49,000 just to hold a prisoner behind bars. Here is why we should shift our money away from prison and invest in treatment and correction. It cost on average, nearly $5,000 just to treat a non-violent offender. Within that five grand, he or she will go through an intense rehabilitation program, education program and vocational program.      2.Here's a perfect example of how rehabilitation and corrections is cost effective.  Twenty years ago, Minnesota created a rehabilitation program called The Challenge Incarnation Program (CIP). The program contains an eighteen month period of boot camp, and rehabilitation course, which was education, vocational, and therapy sessions. Once completed, every ex-con must adhere to an intense supervised release, which keeps track of ex-cons. Within twenty years, the result of the efficiency of the program showed that it saved tax payers millions of dollars, decreased recidivism rate in the state.  It also showed that ex-cons who completed the program were less likely to offend again than an ex-con who served their entire prison sentence.

The site does not require logins to upload and annotate. One user would upload and then share the url with their collaborators. Once a document is uploaded to the site and given a random url, the user would only be able to remove it by signing up with a login. With that said, this is still a quick and simple way for a teacher to have a class collaboratively annotate the same document or upload multiple articles and have small groups annotating each. Teachers can then dowload a PDF of each article with the annotations for grading purposes.
