INI was recently teaching at a conference on fire ground awareness that was mostly about preparation and fundamental, tactical decision-making. These classes always bring great questions and discussion

In today's day and age, a fire engine going out the door for a fire lacking a full crew is becoming more and more common.  And with such a long list of tasks that need to be completed upon arrival, with only 4 firefighters at max in some situations, it becomes difficult to perform all of the engine company tasks with only four firefighters.  Therefore, instructors have been developing new strategies in order to combine tasks and "kill 2 birds with one stone".  In this particular strategy, 2 engine firefighters, can enter the residence, search and suppress the fire, while the other 2 stand at the doorway and door a quick search right inside the doorway.  After the fire is extinguished, the other 2 firefighters can do a search following the hoseline on the way out.  This follows the two in two out rule, while also enabling to do search and suppression at the same time with the amount of personnel needed to do only one of those tasks.  This tactic is crucial for engine and truck company operations.

Fire departments around the country are beginning to make technological advances on their fire apparatus, such as adding tablets to each piece.  The new technology opens a world of possibilities for each fire department, and gives them essential information needed while responding to incidents that they did not have before, all at their fingertips.

The engine company is commonly referred to as the backbone of the fire service.  Without an efficient and effective operating engine company, the proper extinguishment and execution of the fire can and will not be a success.  As the construction of homes continues to change, the new buildings require there to be different methods of fire attack for different types of construction.  Hoseline operations for fires in multiple dwellings are essential to understand, based on the rising number of townhouses and duplexes being built currently.  In addition, it is impairative that the first arriving engine companies initiate fire suppression in a systematic and strategic manner.  Initial company operations and considerations for defensive attacks is becoming a common factor taken into consideration more and more. Knowing and understanding what needs to be taken into consideration as to when a fire is not suitable for an interior attack can be the difference from firefighters dying and living.

Another example of struggles faced from the local government, Huntington county Is filing a lawsuit against the fire depadement for 120,000 due to the possibility of the fire department illegally owning some government bought firefighting equipment. The government wants to know who owns what, which will cost the fire departmen. Major money that they cannot afford. The equipment was bought for the department to use, and the fire chiefs will be looking into it. The cost of the lawsuit will be more devastating than anything else is what the fire department is stating at this point.

When it came time for the hernando beach fire department to replace their 27 year old fire truck, the department ran into a lot more financial burdons than anticipated. The county government sais they would have to come into the fleet replacement progrAm since the department is under the budget of the county government. That would require the department to pay the county 250,000 a year so that the new truck would be able to be replaced in ten years. However the county does not replace trucks every ten years. Therefore, the fire department decided to try something new instead, by electing to break free of control under the county government. this will allow them to control their own cash flow and not be under such strict taxes and save them money. volunteer fire departments are improvising in ways like thse when faced with struggles from the governments.

The men and women who serve on volunteer fire departments face struggles that many regular fire departments don't, lack of funding is one of those.
Broderick Balanti's insight:

In order for fire departments to perform at operating levels. They must have adequate funding for the immense amount of equipment we need to do our job. however, with state budgeting at a minimum in some places, fire departments are struggling to get the essential funding needed from the state level.  This particular department has recieved their budget virtually cut in half, putting a huge struggle on the fife department. they are not alone, with this same issue effecting fire departments all over the country.  The Brandon vplunger fire department feels it is disheartening that the township is balancing the budget on the back of public safety. though the cuts may seem understandable, the department needs to be as up to date as possible, something in which these budget cuts won't help. budgrt cuts are taking a substantial toll on volunteer fire departments everywhere.

As the rescue squad always swallows a heafty work load for no matter what incident, the rescue company has one primary and very important function to perform: vehicle rescue.  When someone crashes their car and they are left pinned in a heap of twisted metal and steel, the rescue squad is the one that is coming to cut you out.  Commonly known as a toolbox on wheels, the rescue has everything imagineable.  One of the main functions the squad company serves for is vehicle extrication from automobile accidents.  Vehicle stabilization can be a very difficult task due to different situations, different types of vehicles, and different obstacles that one my face.  It is very important to know the different types of tools that are to be used to stabilize vehicles, and the methods that go along with them.  Vehicle stabilization is the crucial first step upon arrival of any type of motor vehicle crash.

As we continue to look at some of the core functions of truck company operations we find our selves at the “E” of our mnemonic LOVERS-U.

The truck company on the fireground has many important oles and duties to perform, and must work hand in hand with the engine company.  One of the first and foremost of those duties is forcible entry.  The truck companies first priority is to gain entry to the structure, in any means necessary.  Rather it's breaking a door down, cutting it off, widening the door frame, you name it, if there's a way in, the truck company will make it's way in.  That being said, forcible entry tools used to perform this duty can come in all shapes and sizes, but usually fall into three different categories: cutting, prying, or striking.

As trends in the fire service are changing, the need for more modernized fire apparatus are changing as well.  Additionally, fire engines are beginning to be designed as multi-purpose fire trucks, such as a  rescue-pumper, in order to take on the tasks of two fire apparatus, into one.

in the line of engine company operations, there are many changes that have come over the past number of years.  one of the biggest changes that has come is the number of personnell an engine goes out the door with.  with manpower becoming more and more of an issue, methods of fire attack need t change to adapt to the possibility for an inadequate amount of engine men.  this small monitor fits the missing puzzle piece perfectly.  its ability to be deployed easily and to fit to smaller diameter attack lines

The current volunteer firefighter situation in Fremont County is one that we are all concerned about.

Another local level government, same big problem:a decline IN volunteerism. government officials are asking as to what they can do to help the growing problem, by providing much needed help such as pension plans and insurance. The international association of fire chiefs is also getting involved.  The national epidemic of dwindling volunteers can have huge impacts on communities and create struggles faced by volunteer fire Departments.

Congressman Richard Hanna is supporting a change to Obamacare to avoid forcing volunteer fire departments to buy health insurance for its members.

A rule within the affordable healthcare act states that an organization with more than 50 volunteers is required to buy health insurance for them, meaning most fire departments around the country will fall victim to this wallet crippling bill. this can cost fire departments up to 300,000, which will seriously impact budgets needed for equipment and other necessary funds. this law is in the process of being taken out, which will relieve fire departments everywhere of more bills on to. Of the huge amount already paid. another issue volunteers are facing everywhere, on account for our nations healthcarE.

Manpower is becoming  an issue for the Verona volunteer Fire department. Being that there is a lot of training required, and no payment incentive, members believe that doing it for free is to blame for the dwindling amount of firefighters. the fire delartmen. Says it's not uncommon for members to depart for a fire with only one person on the truck, forcing fire chiefs to make tough decisions at serious calls due to lack of manpower. volunteer firefighting fequires a lot of heart and dedication, so rather there is one man or five men on the truck, the Verona volunteer fire department says it will be responding no matter what.

In volunteer fire departments, "Politics" is always a controversial issue. The Peggs volunteer fire department is discussing an issue that occurred involving replacing the whole board, commonly known as the board of directors.  Additionally, there has been corrupt busines. Going on, and not going by the rules has been an ongoing problem for the fire department. The department held a board meeting to resolve all of the turmoil, resulting in a new fire chief and various new executive positions. The fire department says that it hopes to end all of the unprofessionalism occuring within its department and have a bright future a head of them. It's very hard for everyone to agree in certain things within volunteer fire departments, being that they are self operated. Therefore, politics is another issue that fire departments face on a regular Basis.

Volunteer fire departments in the Hunterstown area are struggling with membership and a declining turnout for calls.  It seems that there are just not many people left that want to be firefighters.  Currently, the fire department is lucky to take in two new members each year.  After 9/11, the membership sky rocketed, taking in atleast 11 new members each year.  However that only lasted about 4 months after the probies encountered
