By Choice and by Necessity: Entrepreneurship and Self-Employment in the Developing World

Over half of all workers in the developing world are self-employed. Although some self-employment is chosen by entrepreneurs with well-defined projects and ambitions, roughly two thirds results from individuals having no better alternatives. The importance of self-employment in the overall distribution of jobs is determined by many factors, including social protection systems, labor market frictions, the business environment, and labor market institutions. However, self-employment in the developing world tends to be low productivity employment, and as countries move up the development path, the availability of wage employment grows and the mix of jobs changes.

Understanding Learning and Learning Design in MOOCs: A Measurement-Based Interpretation 

he paper describes empirical investigations of how participants in a MOOC learn, and the implications for MOOC design. A learner capability to generate higher order learning in MOOCs — called crowd-sourced learning (C-SL) capability — was defined from learning science literature. The capability comprised a complex yet interrelated array of attitudes, beliefs, and understandings about learning that participants bring to a MOOC and which shape their behaviour and explain why individuals differ in their ability to generate higher order learning. The capability was formulated as a developmental progression describing behaviours associated with five levels, from novice to expert, charting the degree to which learners regulate their own learning, effectively exploit the scale and diversity of MOOCs, and harness opportunities for distributed teaching. Item response theory was applied to log stream data in two MOOCs to construct empirically validated measures of this capability, enabling each MOOC learner to be assessed for learning capability on a scale from novice to expert. The majority of participants did not behave in ways conducive to the generation of higher order learning, but the C-SL progression suggested principles to guide MOOC design to make them more efficacious, which, when empirically investigated, were found to be efficacious.

Many recent science and information technology graduates are failing to find full-time work at a time when science, technology, engineering and mathematics (STEM) education is a priority for government and industry. Mapping Australian higher education 2016 shows that in 2015, only half of bachelor degree science graduates seeking full-time work had found it four months after completing their degrees, 17 percentage points below the average for all graduates. Among recent science graduates who found full-time jobs, only half say their qualification is required or important for their job – about 20 percentage points below the average.

Trends in VET: policy and participation

Given the changing policy environment in VET, NCVER considered it timely to look at the policy developments and participation trends over the last 20 years. This occasional paper examines two broad policy trends, the extension of the apprenticeship and traineeship system, and the opening up of the training market, as well as three specific policy case studies:

incentive payments for employers of apprentices and trainees
accelerated apprenticeships
entitlement models.
The paper also examines the high-level trends in VET participation and the labour market, and in doing so, reflects on how the changing policy environment has influenced participation trends over the past 20 years. The paper concludes with some observations and reflections about the policy trends in VET, the tensions in the system created by these developments, and some thoughts about the future direction of VET policy.
