Education in a changing world : flexibility, skills, and employability

New technologies, globalization, the information revolution, and labor market changes have affected the world economy on an unprecedented scale. As a consequence, the demand for a skilled workforce has increased, world trade and migration have intensified, and the divide between the haves and have nots has vastly widened.
This paper puts education under the lens of the changing demands of technology, the labor market, demography, and migration. It identifies the weaknesses in current education systems, such as restricted access, skills mismatches, and weak school-to-work linkages. It calls for making education systems more flexible and responsive to change so that they maximize human resources, equip people with updated skills, and prepare youth for the world of work.

Using retrospective survey data that covers 1939, 1950, 1960, and 1971, I compare individual-level changes in employment industry and occupational status in Germany from the beginning of World War II to the post-war reconstruction era dubbed the Economic Miracle (Wirtschaftswunder). This comparison reveals that, with only a few exceptions, labor
allocation developments remained relatively stable even in the face of huge political and macroeconomic change.

Welcome to CAPLA’s virtual discussions on quality assurance for the Recognition of Prior Learning (also called Prior Learning Assessment and Recognition) and its implications for practice. A series of webinars, along with other activities, are taking place, as part of a larger project entitled Ensuring Quality Assessment Practices through Training and Collaboration, with funding by the Government of Canada’s Foreign Credential Recognition program.

RPL is not defined in exactly the same way by different groups and stakeholders but the intent and purpose is often similar. Our first webinar will explore what RPL means to people from a range of perspectives, as webinar participants share their views. All input will help inform and guide our process and project outcomes, resulting in a RPL Framework and Manual that will

▶ enhance the assessment of immigrants and other learners through RPL across various contexts

▶ promote a culture of continuous improvement

Lifelong learning has become one of the keys to making workers' career paths more secure at both the French and the European policy level. However, the implementation of these policy lines raises delicate questions as to how the responsibility for vocational training should be shared among employees, employers and public institutions. The study, based on quantitative and qualitative surveys in which employers and their employees were consulted, shows that the environment provided by the company contributes more decisively than employees' previous training and career paths to the capability of the latter to attend vocational training and develop professionally at work. Relying on these empirical findings, it proposes a scheme for a capability-based conceptualization of professional development.

Blended Education (BE) Courses are a systems-based design courses created using the Blended Education Framework at the University of Central Oklahoma (UCO) as a way to combine the delivery formats of classroom, online and interactive video courses. BE course are made up a University approved online course which is offered at a consistent time every week on campus through Interactive Video Education. The BE courses are strategies in ways that enhance learners' flexibility and "humanness" in the learning process. 

 

This webinar will share the success stories of two course formats that were developed using the Blended Education Framework, and are successfully being used by UCO to deliver quality education to their students both on campus and at a distance.

This paper refers to an analysis of matching processes in occupational labour markets in terms of classes of jobs that share extensive commonalities in their required qualifications and tasks. The findings of this study strongly suggest the use of an augmented matching function that considers job and worker searches across occupational labour markets.

Using the Longitudinal Immigration Database (IMDB) over the 1982-to-2010 period, this study finds that a 10% increase in the size of a cohort of entering immigrants is associated with a 0.8% decline in real entry earnings among immigrant men and a 0.3% decline among immigrant women in that cohort when controls for changes in immigrant characteristics and macroeconomic conditions are applied. These effects are consistent across the immigrant entry earnings distribution, although somewhat weaker at the very top. These results also show that the effect of cohort size on entry earnings does not vary with general macroeconomic conditions.
