It’s now widely accepted that nursery and primary school children do best when taught in their mother tongue. But what about for older children in Africa, who normally learn in the national language? Laurinda Luffman investigates.

In Zambia, the government has just rolled out a new education programme which requires state schools to teach the youngest primary school pupils (grades 1–4) in their mother tongue. So in the capital, Lusaka, pupils in some areas returned to school this January and found their teachers giving lessons in Chewa (also known as Nyanja). This was the cause of great excitement for one young boy in Lusaka who admitted he found it easier to learn in the language he spoke at home.

This is a significant step for the Zambian government, though schools face many challenges to implement the new directive. According to Zambian teachers, the main problem is a lack of materials and resources in local languages, as well as a shortage of fluent speakers among staff at some schools.

But there’s no doubting the reasons behind the change. As early as 1953, the United Nations Educational, Scientific and Cultural Organization (UNESCO) urged African countries to educate children in their mother tongue. Numerous studies have shown that teaching in a child’s native language is one of the key factors in determining the quality of learning and educational achievement.

Starting with the mother tongue

The practice of teaching in the mother tongue has therefore been spreading across the African continent. UNESCO commissioned a survey in 2004 and found that 70–75% of learning in nursery and early primary years was conducted in African languages. However, only 176 different languages were represented, when there are well over a 1000 spoken across the continent as a whole. And by secondary, UNESCO found that only 25% of basic education was being taught in local languages, with just 5% at higher education level.

Many African parents, as well as African governments, believe it’s important for older pupils to be immersed in the official language of their country, particularly when this language is internationally recognised. So for example, in Rwanda, while Kinyarwanda (spoken by most Rwandans) is used for the main language of instruction during the first three years at primary school, from grade 4 onwards primary school pupils should be taught in English. End-of-primary school exams are also set in English.

Since French was the official main language in Rwanda up until 2008, the country’s education system has had to cope with huge changes over recent years in the shift to English. A shortage of qualified English-speaking teachers and a lack of resources and materials in English have been the main problems. However, the Rwandan government is firm in its belief that pupils should adopt English as early as possible. English is seen as important for building a new unified national identity and ensuring that Rwandans can take advantage of growing trade with the Anglophone East African Community, as well as internationally.

Only time will tell

But the fact remains that only around 4% of Rwandan families speak English at home. And those who do tend to be in the capital or other main cities, while the majority of rural Rwandans continue to use Kinyarwanda. Taking secondary school entrance exams in English at grade 6 therefore proves immensely challenging for many children and some educationalists say the adoption of English discriminates against a whole sector of rural Rwandan society.

There is strong, if not overwhelming evidence that behaviour patterns of students, educators, employees and professionals are moving towards the use of social tools for learning, working and teaching. Collaborating seamlessly face-to-face and at a distance, bringing the human element to virtual interactions, and personalized learning will prevail in 2014; each facilitated by technology. But it’s not going to be about the technology, it will be about making connections by voice and/or visual, contributing to new knowledge, and learning with and from others—all mediated through social media. It will be the behaviours of students, lifelong learners and educators—their use of technology, specifically social media applications that will influence education in the upcoming year.

Conclusion
Though we can predict and make an educated guess what the year 2014 will hold for education, we won’t really know until we are in it—knee deep. The year 2012 named by the New York Times as the Year-of-the-MOOC, shook the foundations of education, and no one saw it coming. Will social media influence education by increasing collaboration, humanize the learning experience, and support personalized learning in 2014? Time will tell.

Supprimer le français des écoles primaires alémaniques? Plusieurs cantons y songent, à l’image de Nidwald, qui votera prochainement. Georges Lüdi assiste avec désolation à ces attaques contre la langue de Molière. Le Romand a acquis l’allemand dès l’âge de 6 ans au jardin d’enfants de Baden. L’expert polyglotte a présidé le comité chargé de concevoir l’apprentissage des langues en Suisse, au sein de la Conférence suisse des directeurs cantonaux de l’instruction publique (CDIP). Passé l’âge de la retraite, le professeur de linguistique à l’Université de Bâle poursuit ses activités de recherche, enchaînant conférences et publications. Convaincu que les capacités des enfants sont illimitées, il regrette que les jeunes Suisses ne soient pas plongés dans un environnement bilingue. Et rappelle qu’en termes de fracture linguistique… les torts sont partagés.

Le Temps: Les Suisses alémaniques parlent-ils moins bien le français qu’avant?

Georges Lüdi : D’un point de vue «statistique», l’enseignement du français a progressé outre-Sarine. Il y a cinquante ans, seuls les plus doués apprenaient cette langue à l’école secondaire. Depuis la réforme de 1974, tous les élèves alémaniques reçoivent des cours, dès le primaire. Ce qui est réjouissant. Par contre, si l’on observe l’«usage», on obtient une image très différente. La motivation, la curiosité d’apprendre le français sont faibles. Les Suisses alémaniques ne veulent pas aller passer leurs vacances en Romandie; ils ne cherchent plus à s’exprimer dans cette langue. On assiste à un certain repli. Il faut admettre que les francophones ont une part de responsabilité: ils ont une attitude très normative par rapport à leur langue. Les enseignants veulent que l’on parle le «bon» français, ils craignent qu’on le «massacre» en faisant des fautes. Même les professeurs qui ne sont pas de langue maternelle française (soit la majorité d’entre eux), ont adopté cette approche très normative. Ils sont encore plus pointilleux. Or, c’est une attitude décourageante pour les germanophones. Et c’est une attitude contraire aux recommandations du Conseil de l’Europe et d’HarmoS, qui préconise une connaissance pragmatique des langues – que l’on soit capable de communiquer, même avec des erreurs.

Agree to the Translation Center Terms of Service and select your language from the menu of 48; Twitter only allows one language per translator, so if you’re multilingual pick your favorite, the easiest to translate from English, or the more uncommon one so your assistance will be maximized. Keep in mind you won’t be able to change your chosen language without a support request.

From your Twitter Translation Center Dashboard, you can help translate phrases into your selected language, evaluate Twitter’s translation algorithm by answering easy questions, and take lessons on using the Twitter Translation Center and creating better translations (which could be helpful for other translation projects).

I find it very interesting on how other countries precieve Santa Claus. The history on him, what he looks like, how he gets around, and what they call him. Each country perceives him differently, depending on their culture and history. His clothes, age, language, and personality.
