International Guidelines on Urban and Territorial Planning by UN-HABITAT

International Guidelines on Urban and Territorial Planning by UN-HABITAT | Urban Development in Africa | Scoop.it
The need for planning cannot be over-emphasized. Urbanization is progressing rapidly and by 2050, seven out of ten people will be living in cities. Inappropriate policies, plans and designs have led to inadequate spatial distribution of people and activities, resulting in proliferation of slums, congestion, poor access to basic services, environmental degradation, and social inequity and segregation.

A towering challenge: Habitat III must promote municipal fiscal health | Citiscope

A towering challenge: Habitat III must promote municipal fiscal health | Citiscope | Urban Development in Africa | Scoop.it
At next year’s Habitat III conference on cities, the world’s leaders will come together in Quito to set a new urbanization strategy for the coming two decades. In the run-up to that event, there is perhaps no greater challenge: If we seek a New Urban Agenda and envision a more balanced and equitable future for the world’s cities, we must be more innovative in financing that bright new future.

| Urban Development in Africa | Scoop.it

Oran, Algeria’s second largest city, lives at the rhythm of urban reconstructions driven by a new kind of market’s dynamics. Since the early 2000s, transnational trade affects the urban landscape while spreading in the city. Medina J’dida and Choupot became emblematic areas of these ongoing changes. This article will demonstrate how these two districts, one pericentral which has already a long tradition of trade and the other, located in the former discrete Oran’s suburb which was not prepared for this specialization as it had mainly a residential vocation, will be conquered by commerce. Two forms of transnational trade are implemented in two urban neighborhoods with different status and which architectural heritage is undergoing profound transformations. By looking at the processes that led to the emergence of these market places, we propose to emphasize the importance of new Oran’s actors, the merchants, showing how trade dynamics have caught unawares the institutional urban programs.

Views of suburban Luanda: the move from an informal settlement to social housing

Views of suburban Luanda: the move from an informal settlement to social housing | Urban Development in Africa | Scoop.it

This is the first of two guest posts by Dr Chloé Buire examining the expansion of suburban Luanda. It focuses on Panguila, a relocation settlement for residents of Luanda’s slums, and chronicles the experiences of the Domingos family (all names have been changed). A second article will consider Kilamba New City, a satellite town designed for the country’s emerging middle-class.
Although radically different in scale and vision, Panguila and Kilamba are both state-planned but foreign-constructed settlements on Luanda’s periphery. They exemplify the rapid suburbanisation of Angola’s capital and provide insights into the regime’s vision of modernity.

Bamako's 'Marshall Plan' for housing won't help urban poor

Bamako's 'Marshall Plan' for housing won't help urban poor | Urban Development in Africa | Scoop.it
In an attempt to build away Bamako’s housing problem, authorities in the Malian capital have pledged to construct 50,000 new homes for low and middle-income earners over the next five years. But what the housing minister call a ”Marshall Plan” to provide cheap housing fails to assist those who need it most. In one Bamako neighborhood new ”affordable” housing is actually not that affordable.
