With respect to new building projects, the best answer would be to refurbish and repurpose existing buildings.  There would still be some expenditure, but not as much as building whole new structures.  As an example, people interested in historic preservation point to how existing buildings can be renovated and given new purpose, providing savings and boosting local economies.
