Payhembury Primary in Devon was criticised by Ofsted for being insufficiently ‘multicultural’. So the 68-pupil Church of England school is visiting Smallberry Green primary school in West London.

The school is asking parents to pay for their children to make a two-day trip to a school with a wide mix of ethnic backgrounds.

Eight charged by slavery raid police

Eight people arrested by police in Devon and Cornwall investigating alleged slavery offences and people trafficking have been charged.

Police arrested the eight - five women and three men aged aged between 25 and 37 - during four raids in Plymouth and one in Bodmin earlier this week.

Officers said they had been charged with offences related to conspiracy over labour exploitation and money laundering.

They are due before magistrates later.

Those charged include:

Lenka Cmejlova, 32, of Union Street, PlymouthNela Dzurkova, 26, of Ford Park Road, PlymouthKaterina Kuriova, 35, of Saltash Road, Keyham, PlymouthJiri Sebelik, 37, of Union Street, PlymouthMartin Tancos, 35, of Saltash Road, PlymouthPetr Tancos, 35, of Ford Park Road, PlymouthSandra Tancosova, 25, of Flora Court, PlymouthRuzena Tancosova, 34, of Union Street, Plymouth

The suspects, all originally from eastern Europe, were arrested in raids which were part of Operation Triage, which was launched in March.

They were arrested following the raids on Tuesday in which seven men, believed to be Czech nationals, were rescued, police said.

Officers added that 13 children, thought to be linked to the suspects, were also found at the addresses by police and social services and had been taken to a place of safety.

The operation has also involved Plymouth City Council and the National Crime Agency.

Britain should stop moaning about European immigrants putting pressure on schools, hospitals and housing and start building them places to live, a highly paid top EU official has said!

Laszlo Andor, the EU Commissioner for employment, said mass  migration from eastern Europe was good for British workers and the Government.

Mr Andor admitted there were some ‘problems’ for countries when there is a ‘large sudden influx of people from other EU countries’.

But he said: ‘The answer to these problems is to invest in new facilities, housing and services, not to turn away people that are working hard and more than paying their share into the UK’s budget.’

Child marriage "is an evil worse than rape" and should be completely eradicated from society, said a Delhi court while ordering registration of a case against a girl's parents for getting her married at a tender age.

Metropolitan magistrate Shivani Chauhan issued the direction while hearing a case ofDowry harassment filed by the girl's parents against her husband and in-laws.

While ordering lodging of case, the court held that "giving and taking dowry is punishable under the law".

The court directed the police to register a case under the appropriate provisions of the "Prohibition of Child Marriage Act" and under the Dowry Prohibition Act against the parents of the 14-year-old girl as well as her in-laws, against whom a Domestic violence case was already registered.

"Child marriage is an evil worst than rape and should be completely eradicated from the society. This would not be possible if the stakeholders like State fail to take appropriate action against the offenders.

"The court is not expected to sit as a mute spectator and let the evil perpetrate," the magistrate said while directing the DCP, South, to file status report by October 19.

The court pulled up the girl's parents, saying that they too had committed a "serious offence".

"There are serious outcomes of child marriage. It is the worst form of domestic violence against the child, not only by the respondents (husband and his family)but also by her own parents.

"Child brides have a diminished chance of completing their education and are at a higher risk of being physically abused, contracting HIV and other diseases, and dying while pregnant or giving birth," the magistrate observed, adding that luckily this girl was "healthy".

"But this does not in any way diminish the seriousness of the offence which her own parents, relatives and the husband are alleged to have committed upon her person," the court added. According to the complaint filed by parents of the girl, she was married in 2011 and was then a minor.

The husband and his family members, however, contended that her parents had shown the girl to be a major at the time of the wedding.

The court while relying on her school leaving certificate, turned down the husband's contention and held that the girl was a minor when she was married.

"There is a school leaving certificate of the child on record and it shows that her date of birth is August 30,1997. The victim was around 14-15 years of age at the time of her marriage with respondent 1(husband)," it said.

Besides registration of an FIR, the court also directed the husband to pay Rs 4,000 as monthly interim maintenance to his estranged wife.

The court, in the meantime, allowed both the parties to settle the matter amicably as they expressed their desire to bury the hatchet.

"At this stage, both the parties (girl's parents and in-laws, including husband) jointly pray that there is a possibility of amicable settlement of the case between them and that the matter may be sent to mediation cell.

"In the interest of the child, and with a view of providing proper maintenance to the child without the rigmarole of the trial, the matter is referred to mediation centre."

According to the domestic violence complaint filed by the parents, their minor daughter was married on May 5, 2011 and an amount of Rs 3.5 lakh was given to her in-laws at the time of the wedding.

They had alleged that the respondents (husband and his family members) had demanded a car and Rs 50,000 in cash and beat her for her inability to meet the demand.

The chief executive of Rotherham Council is to step down following a report that exposed the scale of child sexual exploitation in the town.

Martin Kimber will leave the post in December, he has announced.

In a statement, he said wanted to reiterate his "sincere apology to those who were let down".

A report published last month said at least 1,400 children were sexually exploited from 1997-2013, mainly by men of Pakistani heritage.

Mr Kimber, who joined the authority in 2009, said: "I believe that new leadership will enable the town to recover more quickly from the events of the last two weeks, and strongly signal a new beginning at this critical time in its recovery."

Council leader Roger Stone quit following the publication of the report, which was commissioned by the council and detailed gang rapes, grooming, trafficking and other sexual exploitation on a wide scale.

Calls for further resignations have gathered momentum as the spotlight turned to others at the helm of local services during the time of the abuse.

'Blatant' failings

South Yorkshire Police and Crime Commissioner, Shaun Wright, who was in charge of children's services in Rotherham from 2005 to 2010, has so far resisted calls to step down.

In the wake of the Jay Report, Mr Kimber said no council employees would face disciplinary action because there was not enough evidence to prosecute.

This despite the report concluding there had been "blatant" collective failures by the council's leadership.

The Labour Party has since suspended four members, including Mr Stone, ex-deputy leader Jahangir Akhtar and councillors Gwendoline Russell and Shaukat Ali, pending an investigation.

Investigations

South Yorkshire Police has commissioned an independent investigation into its handling of the scandal.

The inquiry will "examine the role of both the police and council... and address any wrongdoings or failings," Chief Constable David Crompton said.

The government is also considering carrying out an inspection of the council.

Home Secretary Theresa May said in the House of Commons last week that Communities Secretary Eric Pickles was "minded" to commission the investigation.

Mr Wright will face questions from MPs on Tuesday about his knowledge of the abuse.

The Home Affairs Select Committee will also hear evidence from Mr Crompton, senior Rotherham Council official Joyce Thacker and NSPCC Chief Executive Sir Peter Wanless, who is leading a review into the Home Office's handling of abuse allegations.

India has issued a security alert in several states after an announcement by al-Qaeda of the formation of an Indian branch of the group.

In a video message, al-Qaeda leader Ayman al-Zawahiri said "al-Qaeda in the Indian Subcontinent" would "raise the flag of jihad" across South Asia.

In the 55-minute video posted online, Zawahiri pledged renewed loyalty to Afghan Taliban leader Mullah Omar.

Correspondents say this is an apparent snub to Islamic State (IS) militants.

Indian Home Minister Rajnath Singh met senior intelligence officials to discuss new security measures and to brief the prime minister.

India's intelligence and security services are studying the Zawahiri announcement video, which experts said appeared to be a reaction to IS's growing dominance.

It was always going to be a challenge for Osama Bin Laden's successor to match his iconic status and maintain al-Qaeda as the most powerful jihadist group in the world.

Ayman Al-Zawahiri, the nominal leader of al-Qaeda, is a 63-year-old former Egyptian eye surgeon said to be long on words and short on charm.

For over a decade he has dodged drone strikes and hit squads by hiding out in Pakistan and Afghanistan.

But apart from issuing occasionally long-winded treatises and videos, his critics say he has allowed al-Qaeda to wither while Islamic State (IS) has grown into everything al-Qaeda tried - and failed - to be.

While al-Qaeda's remaining leaders hide away in farms and flats in Pakistan, IS has seized and held actual territory.

It has a de facto capital, Raqqa, a disciplined command structure, an estimated $2bn (£1.2bn) war chest.

It has the world's attention and despite its sadistic atrocities, it is enjoying a surge in recruitment that Zawahiri could only dream about.

A BBC correspondent in Delhi says although al-Qaeda has no presence on the ground in India, there is concern that it is trying to reach out to disaffected Muslim youths, especially in Kashmir and Gujarat.

Islamic militant groups operating in India are mostly connected to Kashmiri separatists and have links, tenuous at best, to al-Qaeda via Pakistan-based groups.

It is not surprising that Zawahiri speaks of Kashmir, Gujarat and Assam - three states where Muslims have been the victims of either anti-insurgency operations or religious riots, our correspondent adds.

Kashmir, India's only Muslim-majority state, has a long history of violence between separatists and security forces.

A former police chief has said he was completely unaware of the systematic sexual exploitation of children in Rotherham during his time in charge.

Mike Hedges, who was the chief constable of South Yorkshire police from 1998 to 2004, said the issue was never brought to his attention.

Mr Hedges told the BBC Radio 4 Today programme the first he heard of the abuse was on the news.

A report last week said hundreds of children were abused from 1997 to 2013.

'No recollection'

Mr Hedges said: "When I first saw this on the news, that was the first inkling that I had that there had been systematic abuse of this nature in Rotherham.


"Certainly I have no recollection of this coming to the notice of my senior command team during my time in the force."

A report last month by Professor Alexis Jay concluded that at least 1,400 children were sexually exploited in the town over a 16-year period.

However, Mr Hedges said he had no recollection of receiving letters said to have been sent to him in 2001 and 2003 raising concerns about the issue.

He has rejected suggestions of incompetence.

'Most uncomfortable'

He added: "Incompetence suggests that there was a total disinterest or knowledge that was in my hands that I didn't deal with properly.

Ashya King's parents have been freed from a Spanish prison.

Brett and Naghemeh King were detained after taking five-year-old Ashya, who has a brain tumour, from a Southampton hospital against medical advice.

They were released after UK prosecutors withdrew a European arrest warrant, stating that they were happy any risk to Ashya's life "was not as great or immediate as... originally thought".

Ashya is being treated in a hospital in Malaga.

Speaking to reporters as the couple left Madrid's Soto Del Real prison, Mr King said: "We will go to see my son as soon as possible, we have been dying to see his face for so long."

A Spanish judge ordered the parents' release after the Crown Prosecution Service said it had "urgently reviewed the case."

A CPS spokesman said: "We consider there is insufficient evidence for a realistic prospect of conviction for any criminal offence".

A notorious Shiite militia is preparing to march on its rapidly-advancing ISIS enemy. In the past, the Mahdi Army was known for death squads, arbitrary shootings, kidnappings and bombings.

Baghdad hasn't seen anything like it for some time now: Shiite fighters marching in formation.

Bedecked in black training suits or flowing robes and turbans, they resemble Iraq's own army as they marched by the thousands through Sadr City over the weekend (22.06.2014). Sadr City's two million largely Shiite citizens make it Baghdad's largest district. They were ready to stand up to the terrorists, they cried. Everywhere, they could be heard: "We will slaughter them!"

Armed with rifles, pistols, grenades and Molotov cocktails, their first target is Samarra, where they plan to confront the largely Sunni militia Islamist State in Iraq and Syria (ISIS) and to protect their holy, Shiite mosque. The latter is proving a key point of contention.

Shia Islam's highest authority, Grand Ayatollah Ali Al-Sistani, again called upon the militants to join the fight against an enemy which threatens not only holy sites, but the unity of Iraq.

A woman says she is considering rebranding her business because it shares its name with a Middle East extremist group.

Jill Campbell has run the Isis Boutique in Malvern, Worcestershire, for seven years.

But she said people have been linking the store to Islamic State, which has killed hostages including British aid agency worker David Haines.

She said some comments have been "quite upsetting".

Some "very unpleasant" posts have also been made on social media about the shop, which is named after the river in Ms Campbell's home city, Oxford.

"I'm now in the position of thinking do I change the name or do I stick it out?" she said. "It's an unsettling time."

Ms Campbell plans to open a second boutique elsewhere in the country, but said she would "probably not" use the Isis name.

"I have absolutely no sympathy with these monsters in Syria and it is for very innocent reasons that we chose the name," she said.

Minor girl attempts suicide after being held by traffickers - A minor girl who was allegedly sold by human traffickers attempted suicide by consuming some poisonous substance after she was not allowed to go back to her mother by those who had purchased her.
The matter was exposed after the minor was admitted to the district hospital after her condition deteriorated yesterday, Additional Superintendent of Police (ASP) Rajesh Dandotiya said here today.
The minor girl was allegedly sold by a woman along with her associates to a man identified as Rajendra Singh Solanki, he said.

A council at the centre of a child abuse scandal has announced plans to dissolve the cabinet and invest £120,000 in counselling services for victims of child sexual exploitation.

Rotherham Council deputy leader Paul Lakin said the money would come from cutting two cabinet posts and banning overseas travel by members.

Mr Lakin said he would begin choosing a new cabinet later.

A report found at least 1,400 children were abused in the town from 1997-2013.

Mr Lakin, a Labour councillor, also announced he had asked the Local Government Association to establish an "independently-chaired improvement board".

He said the board would include a serving or recently retired chief executive and director of children's services, and an external peer of each of the parties represented on the council - Labour, Conservative, UKIP and independent.

'Change will come'

Mr Lakin said: "We need to face up to the town's past and ensure that these horrific events can never happen again ever, and to ensure that all our citizens can have the future they deserve.

"We will have to work hard - and work hard we will - to rebuild and restore public trust and public confidence. Change, real change, will come and the children of Rotherham will be heard."

At the start of the meeting the Mayor of Rotherham, Councillor John Foden, said: "... Can I offer my sincere apologies to the victims and their families with regards to what has taken place in and around the borough of Rotherham."

Mr Foden also asked for the council to consider an emergency motion calling for Shaun Wright, the Police and Crime Commissioner for South Yorkshire, to resign "with immediate effect".

Select committee

Mr Wright, who was cabinet member for children's services in Rotherham between 2005 and 2010, has faced repeated calls to stand down from people including Prime Minister David Cameron and Labour leader Ed Miliband.

On Tuesday Keith Vaz, chair of the Home Affairs Select Committee, said he would ask the home secretary about the possibility of legislation to remove Mr Wright.

Mr Wright has refused to resign since the publication of the report, but has quit the Labour Party.

Meanwhile, the chief executive of Rotherham Council, Martin Kimber, and the council's strategic director of Children and Young People's Services, Joyce Thacker, are giving evidence to the Communities and Local Government Committee.

Mr Kimber, who joined the authority in 2009, announced on Monday he would leave his post in December.

Activists on two sides of the Syrian conflict both reported seeing what appears to be a drone lingering over Raqqa, Syria, near where U.S. special operations forces attempted to rescue ISIS hostages in July.

Undated images of the unmanned aerial vehicle (UAV), shot by Syrian activists as well as ISIS supporters, appeared on social media today. One former and two current U.S. officials familiar with the American drone program told ABC News the aircraft appeared to be an unarmed Predator drone, likely on a surveillance mission.

Activists with the “Raqqa Is Being Slaughtered” campaign, who snapped some of the photos, told ABC News the drone spent about three hours flying over Raqqa city between noon and 3pm local time. These activists also reported seeing two purported ISIS fighters wearily watching the drone on a commercial street before taking off on a 4x4.

While it’s unclear who was in control of the drone, public records show the U.S. has air bases that operate UAVs relatively close to Raqqa, like at Incirlik Air Base in southern Turkey, just over 200 miles away. Late last month the officials revealed President Obama had given the OK for the U.S. to fly surveillance aircraft directly over Syria, according to The Associated Press. U.S. officials declined to comment for this report.

Raqqa is a stronghold for ISIS and the same city near which two months ago the U.S. military launched a rescue mission for several hostages, including some Americans, held by ISIS. The mission went “flawlessly,” according to Secretary of Defense Chuck Hagel, except there was no one there to rescue. The hostages had been moved.

Former U.S. military officials recently told ABC News that while the first rescue attempt and its subsequent public acknowledgment may have cost the American commandos some element of surprise, another rescue attempt wasn’t out of the question.

The U.S. is also urgently seeking intelligence on potential military targets. U.S. officials told ABC News that while top ISIS leaders appear to be using encrypted communications to avoid being detected, surveillance at ISIS command centers has begun to produce a few possible leads.

“If the U.S. … has a drone or fixed wing aircraft with the ability to strike an ISIS target, especially a senior leader, they’ll do it now,” said Seth Jones, a terrorism expert at the RAND Corporation.

Golan Heights - Amazing as it may sound, until lately the most notorious terrorist group on Earth was not considered illegal in Israel. Only on Wednesday evening did Defense Minister Moshe Ya'alon, based on the recommendation of the Shin Bet security service, issue a decree defining the Islamic State as an "unlawful association."

It must have been bureaucratic amnesia, nothing else. Israel has been at the front against terrorism with innovative counterterrorism and security methods, doctrines, and measures for decades and does not need a wake-up call to understand the danger of Islamic State.

But the truth is that Islamic State does not at the moment pose any serious threat to Israel's security. As a senior Israeli military source told me earlier this week, Islamic State has no presence in the 100-km. strip along the Israeli-Syrian border in the Golan Heights.

That area is mainly controlled by the al-Qaida-affiliated Nusra Front, local groups of the disfranchised Free Syrian Army, and some loosely associated units of the Muslim Brotherhood.

Both Nusra Front and the Muslim Brotherhood are radical Islamist organizations that hate and oppose Israel, but relative to Islamic State they can be considered as relatively "moderate." Yet, according to the military source, it was noticed that in some villages in the area, some individuals - still very few of them - have started to preach the Islamic State ideology.

The same can be said also about the Palestinian territories. In the West Bank and even more so in Gaza there have been a few attempts in the last few years to recruit members for local versions of Islamic State among Salafist associations.

The Shin Bet is monitoring such efforts, as are the security agencies of the Palestinian Authority and even more so those of Hamas. The Hamas police and security agency showed much more cruelty when cracking down, in several cases, on preachers in Gaza mosques and their disciples who tried to preach Islamic State sermons, to[...]

A woman has been found 'beheaded' in a back garden in north London after witnesses said a man went "on the loose with a machete".

Police were called to reports of a stabbing in Nightingale Road, Edmonton just after 1pm today.

They found a woman collapsed in the garden of a property.

There is no suggestion the killing had a terrorist motive, the Press Association reported.

Witnesses reported seeing a man running around the area armed with a machete as police gave chase.

One tweeted: "Madman on the loose with a machete in Edmonton".

A spokesman for Scotland Yard would not comment on the reports of the weapon.

He said a man was arrested in connection with the killing at the scene.

The High Court has approved the extradition to the US of terror suspect Haroon Aswat.

Mr Aswat, from Batley, West Yorkshire, is accused by the US of conspiring with radical cleric Abu Hamza al-Masri to establish a terrorist training camp in the state of Oregon.

His extradition was blocked by the European judges last year because of fears about his mental health.

Mr Aswat, who is thought to be in his 30s, denies involvement in terrorism.

For 83 years, Coachella Valley High School has rallied behind a mascot with a snarling face, a hooked nose, a heavy beard and wearing a headscarf — the campus’ beloved Arab.

The image, inspired by the Middle East ambiance of Coachella Valley’s desert landscape of date palms and communities named Mecca and Oasis, was displayed in school murals, on the basketball court and at half-time shows featuring a belly dancer who entertains a student clad in “Arab” garb.

Now, in a compromise with offended Arab Americans, the Coachella Valley Unified School District in Riverside County has dumped the controversial mascot and belly dancer, but held on to its team nickname, Arabs, according to one official.

An Islamic State video purportedly shows Steven Sotloff murdered by the same man, believed to be British, who killed James Foley.

The White House is investigating a video which purportedly shows the beheading of US hostage Steven Sotloff by Islamic State militants .

The 31-year-old was last seen in Syria in August 2013 until he appeared in a video released online last month by the Islamist group which showed the murder of fellow American journalist James Foley, who was beheaded.

Mr Sotloff was threatened with death in that video, unless the US stopped airstrikes aimed at IS in Iraq.

In Tuesday's footage entitled A Second Message To America, the freelance journalist appeared dressed in a similar orange jumpsuit.
