Philip Hammond confirms Britain prepared to arm Kurdish fighters in Iraq, as he warns Islamic State could also endanger the citizens of Europe.

Philip Hammond described the Islamic State as a "threat to civilisation to the region and to us here in Europe" today as he confirmed that Britain was prepared to arm Kurdish fighters in Iraq.

"The UK has said we will also consider favourably any requests for supplies of arms," the foreign secretary said. "We are already shipping ammunition and supplies from other East European countries into Erbil."

His warning came as a Tory MP who has just returned from Kurdistan claimed that up to 700 Britons may be fighting with Islamic State forces.

Speaking to Channel 4 News, Nadhim Zahawi said that one British jihadist had even been found to be carrying a Liverpool FC membership card.

The MP for Stratford-upon-Avon, who is Iraqi born, was told of the extent of British participation in talks with senior officials in the country. "They estimate there are 500-700 fighters who have joined the Islamic caliphate from the United Kingdom," he said.

The Foreign Secretary said the UK would use its presidency of the UN Security Council to pass a resolution to freeze the assets of individual terrorists, terrorist financiers and facilitators.

The resolution, which was due to be passed tonight, would be a "major step forward" in demonstrating international commitment to stamping out the rise of the Islamic State and supporting a nascent new unity government in Baghdad, Mr Hammond added.

Germany, which has a historical taboo against exporting weapons, promised it would go to the limits of what is "legally and politically possible" to assist.

In a statement warning that Islamic State jihadists were very likely committing crimes against humanity, the ministers said that EU members were now free "to respond positively to the call by the Kurdish regional authorities to provide urgently military material". France had already decided to send weapons.

The concerted EU action comes as hopes grew for a political breakthrough in Iraq tonight after Sunni leaders announced they would consider joining a new Iraqi government dedicated to rolling back the advance of Islamist State.

The move by Sunni tribal leaders and clerics came less than 24 hours after Nouri al-Maliki, Iraq's divisive prime minister finally caved to domestic and international pressure and announced he would step aside.

The leaders from the disaffected Sunni minority, who were marginalised by Mr al-Maliki, said they would present a list of conditions before agreeing to join the government of Haider al-Abadi, a Shia technocrat from Mr Maliki's party who has more broad-based support.

With difficult negotiations still ahead, Grand Ayatollah Ali al-Sistani, the hugely influential Shia cleric who has backed Mr al-Abadi, said Iraq now had "a rare positive opportunity" to confront its political and security problems.

The US is using military muscle to underwrite a new government, using air strikes to help Kurdish forces fight halt the advance of the Islamic State in the north, but is clear that saving Iraq from the jihadist menace ultimately depends on reaching a workable political agreement between Iraq's Shia, Sunni and Kurdish factions.

Prior to negotiations, Sunni leaders have called on government troops and Shia militias – who became dangerously conflated under Mr al-Maliki – to cease strikes on Sunni cities where Islamic State forces are now in control following lightning advances since June.

"It is not possible for any negotiations to be held under barrel bombs and indiscriminate bombing," a spokesman for the Sunni representatives told Reuters. "Let the bombing stop and withdraw and curtail the militias until there is a solution for the wise men in these areas."

In another potentially encouraging sign, fighters from 25 Sunni tribes in Anbar province today launched an offensive against Islamic State elements who have overrun large swathes of the Sunni heartlands north and west of Baghdad.

"This popular revolution was agreed on with all the tribes that want to fight IS, which spilt our blood," Sheikh Abduljabbar Abu Risha, one of the leaders of the uprising, told AFP.

The chief of police in Anbar, Maj-Gen Ahmed Saddak said Iraqi security forces were also supporting the uprising.

"The battles are continuing until this moment," he said, "We will not stop until the liberation of Anbar."

But in a reminder of the ruthlessness of the jihadist threat, Islamic State fighters today destroyed a Shia prayer hall in the town of Jalawla, a town 80 miles northeast of Baghdad, blowing up the building and then publicly executed the muezzin.

"They shot him dead in front of his mosque," a police official for Diyala province told AFP.

The independent monitoring group the Syrian Observatory for Human Rights said the men were executed for being too moderate as members of a rival rebel group. They were crucified on Saturday and will be on display for three days in the town square in Deir Hafer.

It is not clear whether or not they were killed prior to the crucifixion. A ninth man in Al-Bab was nailed alive to a cross for eight hours for giving “false testimony.” He survived.

ISIS has used crucifixions as punishment for a number of crimes in the past. It executed one of its own members for “extorting money at checkpoints by accusing drivers of apostasy.” Apostasy is the term for leaving or renouncing one’s faith, particularly Islam. It has also used lashings and forced amputations to punish transgressions under Shariah.

ISIS has been battling with other rebel groups in Syria since January. The radical Islamic group largely has turned its attention away from fighting to overthrow Syrian President Bashar Assad to establishing full control over regions of Syria and Iraq to create an Islamic caliphate. It declared the caliphate Sunday.

Iraqi military forces launched a major counter-offensive campaign to recapture Tikrit, a city 86 miles (140 kilometers) north of Baghdad. Government forces say they’ve recaptured the city but ISIS says it still is in control of the Sunni-majority city of 250,000. A resident told CNN there “are no Iraqi troops,” in her neighborhood, just ISIS militants.

ISIS militants fighting in Iraq and Syria have greeted the death of Hollywood actor Robin Williams with bizarre Twitter outbursts declaring their love for his 1995 film Jumanji.

As news broke of the 63-year-old's death in an apparent suicide, Islamist militants and their supporters took to social media to discuss the merits of Williams' long career in the film industry.

The expressions of love for his fantasy adventure film Jumanji were tempered somewhat by a number of terrorists condemning the late actor for jokes he made about jihadists during a filmed stand-up performance that has been uploaded on YouTube.

Communications Minister Gilad Erdan (Likud), a member of the Knesset's Security Cabinet, reaffirmed Saturday night Israel's commitment to destroy Hamas's terror tunnel network while hinting at a renewed IDF ground entry to Gaza.

"I won't tell the enemy our intentions, but even a wide ground entry leading to the toppling of the Hamas regime is being weighed," Erdan told Channel 2.

IDF troops were pulled out of Gaza last week ahead of a 72-hour ceasefire, which ended Friday at 8 a.m. amid renewed rocket fire from Hamas.

The parents of Ms Nafeek had repeatedly appealed to King Abdullah to pardon her.

Saudi Arabia has beheaded a Sri Lankan domestic worker for killing a baby in her care in 2005 in a case that has been widely condemned by rights groups.

The maid, Rizana Nafeek, had denied killing the four-month-old boy.

Her supporters say she was only 17 at the time of the killing. They say her execution is a breach of international child rights.

The Sri Lankan government condemned the execution, which it said took place despite numerous clemency pleas.

The Saudi interior ministry said on Wednesday that Ms Nafeek was executed for smothering the infant after an argument with the child's mother in the town of al-Dwadmi.

Translation problems

The Sri Lankan parliament held a minute's silence on Wednesday in honour of Ms Nafeek.

News of the execution came on the same day that the International Labour Organization (ILO) said that laws were needed "urgently" to give greater protection to domestic workers.

The ILO report estimates that only about 10% of all domestic workers - about 5.3 million people - are covered by labour laws to the same degree as other workers.

In Sri Lanka itself, the execution has rekindled debate about the safety of expatriate workers in the Middle East and about the poverty which drives people including Ms Nafeek to seek work abroad.

In a statement, the Sri Lankan foreign ministry said that President Rajapakse and the government deplored the execution "despite all efforts at the highest level of the government and the outcry of the people locally and internationally".

A Sri Lankan opposition MP who campaigns for Sri Lankan workers abroad, Ranjan Ramanayake, described the Saudi government as "dictators" who would never execute Europeans or Americans, only Asians and Africans.

The MP also said the government in Colombo had done little to ensure Rizana Nafeek's legal rights - a claim denied by Sri Lankan government officials.

The parents of Ms Nafeek had repeatedly appealed to King Abdullah to pardon her. Her father is currently in hospital, officials say, and her mother is too distressed to talk about the execution.

Correspondents say that it appears that employment agents falsified Rizana Nafeek's age so that she could work in Saudi Arabia

Ms Nafeek was convicted in 2007 of murdering four-month-old baby Naif al-Quthaibi, whom she was caring for in 2005.

She said that an initial confession was made under duress and without linguistic assistance. Supporters say that she also had no access to lawyers before her conviction.

Human rights groups including Amnesty International and Human Rights Watch (HRW) have criticised the Saudi authorities for their handling of the case, as have campaigners in Sri Lanka, who argue that there were also serious translation problems at the time she confessed to the crime.

They argue that her reported execution breaches the UN Convention on the Rights of the Child which Saudi Arabia has ratified.

"Saudi Arabia is one of just three countries that executes people for crimes they committed as children," said senior HRW women's rights researcher Nisha Varia,

"Rizana Nafeek is yet another victim of the deep flaws in Saudi Arabia's judicial system."

The BBC's Charles Haviland in Sri Lanka visited Ms Nafeek's home village in 2010, where he saw a school register and a birth certificate confirming her date of birth.

Our correspondent says that if the documents are genuine, she was a minor when the alleged offence was committed. It also appears that employment agents falsified her age in order for her to get work in Saudi Arabia.

A married father-of-two has been jailed after raping and filming a sexual assault on a 16-year-old girl as she slept in her bed.  

Mazafer Maroof, 31, from Stoke-on-Trent, Staffordshire, raped the teenager after plying her with alcohol at a house party in April this year. 

He then used his mobile phone to record a second sexual assault on the teenager.

During the trial, the jury saw video footage which showed the girl was asleep at the time of the two attacks. 

Maroof denied carrying out the attacks, but was found guilty of rape and sexual assault after a trial at Stoke-on-Trent Crown Court.

He was jailed for seven years and also placed on the sex offenders' register for life.

During the trial, the court heard how Maroof had 'pestered' the girl at the house party.

Once her friends told Maroof to leave the girl alone, he left the party - but continued to send her dozens of 'vile and abusive' text messages.

He later returned to the party and persuaded the teenager and her friend to let him take them to a supermarket to buy more alcohol. 

The trio then went back to a house to continue drinking. Once the girl fell asleep, and her friend left the property, Maroof raped his victim.

Sentencing him, Judge David Fletcher said: 'You have no empathy for your victim and you don’t have any remorse.

'It is clear that you were in a dark place, you were drinking vast amounts of alcohol, you were partying non-stop and you were separated from your wife and family.

'But you committed the offences on the girl. Your victim was a girl aged 16 and you were a married man of 30 at the time.

'She was unable to prevent you. The jury was shown video footage and it was clear there was no response.'

Defending Maroof, Barry Grennan said: 'He is 31 and he should have known better. He should have realised he cannot ply people with drink. He shouldn’t have done it and regrets it bitterly.

A woman has been raped in a disabled toilet at a Leeds hospital.

Detectives are hunting for a man after the assault in the toilets on the Gledhow Wing of St James Hospital.

Police have released a picture of a man detectives want to speak to in connection with the attack, which happened at 10:10 BST on Sunday.

He is described as "Eastern European" with a receding hairline, in his mid-40s and was wearing a white shirt, blue jeans and white trainers.

He has tattoos on his neck and chest.

Det Insp John Dexter, of Leeds CID, said: "I would appeal to anyone who knows anything about the incident or knows the man pictured to call CID on 101."

Israel and Hamas have begun an unconditional 72-hour humanitarian ceasefire in Gaza.

The truce came into effect at 08:00 (05:00 GMT) on Friday. Talks on a more permanent truce are to start in Cairo.

Israel says it will continue to destroy tunnels built by Hamas into Israel.

More than 1,450 Palestinians have died, mostly civilians, since the conflict began, health officials say. Sixty-one Israeli soldiers, two civilians and a Thai national have been killed.

Israel says its operation in Gaza is designed to defend its population from attacks by Palestinian militants.

Hamas wants a blockade of Gaza, maintained by both Israel and Egypt, to be lifted.

'Much needed reprieve'

The BBC's Jon Donnison in Gaza says that Israeli bombing and Palestinian rocket attacks continued until the start of the ceasefire but the skies are now quiet.

Early on Friday, before the ceasefire took effect, 14 Palestinians in the southern Gaza Strip were killed by Israeli tank fire and an air strike, AFP news agency reported, citing local officials.

Meanwhile, the Israel Defense Forces (IDF) said that five soldiers were killed by mortar fire near the Gaza border late on Thursday. Six rockets were intercepted by the Iron Dome missile defence system just before the ceasefire, the IDF added.

Officials from both Israel and Hamas, which controls Gaza, confirmed that they had agreed to the ceasefire proposal brokered by the US and UN.

"During this time the forces on the ground will remain in place," US Secretary of State John Kerry and UN Secretary-General Ban Ki-moon saidin the joint statement.
