France is not working at full capacity, there is a lot of economic growth with a percentage of people not working. Apply supply-side policies and invest in better information to decrease unemployment or subsidize firms so that they can offer training for young people or retraining for older generations that lost their jobs due to structural unemployment. Furthermore by decreasing unemployment benefits the state can firstly fund the other policies, such as better education and subsidies and further increase the incentive to work
