I do agree with David Kelly:
"The digital age has provided learning professionals with an amazing opportunity via personal learning networks; and as with most opportunities, this one comes with a risk. PLNs aren't just for learning professionals; it's representative of a fundamental shift in the way people learn. People all around the world are forming PLNs, most without even realizing it yet. It's a natural evolution of our increasingly connected world."

Twitter story by Megan Douglas
Abstract
This qualitative phenomenological study involving in-depth interviews with seven educators in K-12 and higher education examines the role that the microblogging service Twitter plays in the formation and development of Personal Learning Networks (PLN) among educators. A double hermeneutic data analysis shows that Twitter plays a role in the formation and development of PLNs by allowing educators to; engage in consistent and sustained dialogue with their PLN, access the collective knowledge of their PLN, amplify and promote more complex thoughts and ideas to a large audience, and expand their PLN using features unique to Twitter. This research also examines the nature of a PLN and shows that participants believe their PLN extends beyond their Twitter network to encompass both face-to-face and other ICT mediated relationships. Secondary research questions examine how Twitter differs from other social networking tools in mediating relationships within a PLN, what motivates an educator to develop a PLN, how trust is established in a PLN, what the expectations of reciprocity are within a PLN, and what is the nature of informal learning within a PLN.
Abstract
Amidst the contradictory descriptions of Millennial students, one point of universal agreement is that this generation has grown up with technology. While some believe that instructors should make use of new media to teach Millennials, others question the need to adapt teaching styles to match these digital natives. Twitter, a micro-blogging service, can engage students in the learning process and result in positive education-related outcomes. Twitter can be an effective means of connecting with Millennials because its use can result in more class discussion, involvement, and participation among students (both inside and outside of the classroom).

Some ideas by Katrina Gulliver
"1. Put up an avatar. It doesn't really matter what the picture is, but the "egg picture" (the default avatar for new accounts) makes you look like a spammer. 2. Don't pick a Twitter name that is difficult to spell or remember. 3. Tweet regularly. 4. Don't ignore people who tweet at you. Set Twitter to send you an e-mail notification when you get a mention or a private message. If you don't do that, then check your account frequently. 5. Engage in conversation. Don't just drop in to post your own update and disappear. Twitter is not a "broadcast-only" mechanism; it's CB radio. 6. Learn the hashtags for your subject field or topics of interest, and use them. 7. Don't just make statements. Ask questions. 8. Don't just post links to news articles. I don't need you to be my aggregator. 9. Do show your personality. Crack some jokes. 10. Have fun." Via Steve Wheeler
TwitChimp.com is a web application that leverages the Twitter API to provide curated lists of Twitter users. The application is still in a beta testing period but is open to any who would like to try it in this early stage of development.
The purpose of TwitChimp.com is to enable any Twitter user to create and curate directories of Twitter users. Curated lists are important because they can help reduce the signal to noise ratio in Twitter.
Here are some features: - An ability to easily create and curate feature-filled lists of twitter accounts on any topic you desire.

Abstract:
During the course of several natural disasters in recent years, Twitter has been found to play an important role as an additional medium for many–to–many crisis communication. Emergency services are successfully using Twitter to inform the public about current developments, and are increasingly also attempting to source first–hand situational information from Twitter feeds (such as relevant hashtags). The further study of the uses of Twitter during natural disasters relies on the development of flexible and reliable research infrastructure for tracking and analysing Twitter feeds at scale and in close to real time, however. This article outlines two approaches to the development of such infrastructure: one which builds on the readily available open source platform yourTwapperkeeper to provide a low–cost, simple, and basic solution; and, one which establishes a more powerful and flexible framework by drawing on highly scaleable, state–of–the–art technology.

"How Tweets Influence the Relationship between Political Leaders and the Public, by John H. Parmelee and Shannon L. Bichard, is the first comprehensive examination of how Twitter is used politically."
"Most Twitter tools sites attempt to list every Twitter tool know to mankind With the torrent of Twitter tools being released everyday, we think this is a loosing proposition.
That said, we've taken the approach of culling the diamonds from the trash and presenting the best, most useful, and interesting Twitter tools and apps available." Via Manuel Thomas
