Tuscany, like a fine wine, has been some time in the making... From the Etruscans to the Romans to the Renaissance, Tuscany is possibly the greatest repository of art in the world, from extraordinary paintings and sculpture to frescoes and architectural masterpieces. Visitors to Tuscany come for many reasons. Many come in search of fine art, others to explore the extraordinary countryside. Gourmets and wine buffs descend on Tuscany to enjoy the simple yet wonderful cuisine and wine. Walkers enjoy the mountain paths, cyclists the rolling hills, summer vacationers the sea coast and islands. Students come to learn the beautiful Italian language and culture. Staying in a vacation rental is more economical, specially if you are traveling with your family and need more than one room to enjoy your vacation. Typically, you pay the price of a hotel room (or less) for an entire house or condo with 2+ bedrooms.

This a highly subjective list. There are doubtless cheaper places to retire, and perhaps more beautiful. The choices on this list reflect those of a hypothetical person/couple with: low to medium ability in a foreign language, preference for Europe to Latin America or Asia, low to medium amount of adventure and flexibility, limited desire to live in a gated compound, low tolerance for bureaucracies where bribes and capriciousness rule. 

IrelandFranceCoast of SpainItaly. Lucca or the Abbuzzo region of Italy could be great places to retire. It is hard not to be enthusiastic about Lucca. This charming little town in Tuscany about 50 miles west of Florence has become a popular retirement spot for British, French, and German retirees. The old walled city has a population of only 7,500 and is by far the most interesting part of town. It has spectacular squares, shops, restaurants, and churches. It is not inexpensive, but the setting and lifestyle are wonderful. The Abbruzzo region, a bit more affordable than Lucca or Rome, is about 50 miles east of Rome and extends to the Adriatic coast. L’Aquila is the capital of the region and would make a nice retirement base. The region has many protected hill towns of great beauty and charm. Did we mention Italian food or ambiance? To fit in here you had best learn Italian, and get used to a Latin pace.Costa Rica.CroatiaNew ZealandPanamaMexicoEcuador, especially Cuenca.
