(Dec 2012). Globalization and the knowledge economy have opened up worldwide agendas for national development. Following this is the emphasis on the social dimension, otherwise known as social capital. Much of social capital includes “soft skills” and “twenty-first century skills”, which broadly cover critical, creative and inventive thinking; information, interactive and communication skills; civic literacy, global awareness and cross-cultural skills.

From retrospective to prospective quality management in TNE. Why we should care about student expectations and perceptions? | Transnational education | Scoop.it

Despite its growth, TNE remains a heavily debated mode of HE provision primarily because of the risks associated with the offshore institutions involved. This has created a response by organisations at national and international level to assure that quality standards of TNE are appropriate and comparable to the quality standards of the home institution/countries. 
This has forced quality assurance policy to be geared towards equivalency rather than quality improvement or quality enhancement. A growing concern now is that the pociy agenda in quality in TNE is primarily focused on risk mitigation and “sameness”. 
However, it is increasingly accepted that student experience is central to quality of teaching and learning. This applies to TNE and an increasing debate/discussion has started to emerge about the need to focus on student characteristics rather than rigid quality assurance guidelines. 
In this presentation I present evidence from primary research about the importance of student expectations and perceptions in the management of educational quality.  Specifically, I discuss the ramifications of the difference in student expectations and perceptions on the current “one-size-fits-all” model for managing quality in TNE. Additionally, I propose a prospective approach in planning, managing and controlling educational quality in TNE partnerships.

Transnational education (TNE) has evolved over the last few years from a peripheral activity to a core part of the education landscape. There are now over half a million students studying UK programmes outside the UK. TNE has become a key part of both institutional and governmental strategies to improve education systems around the world, attract globally mobile students and foster partnerships between nations. The conference we're organising will highlight the global impact of TNE, putting it in the context of Greece but also including case studies from a variety of countries.

The conference is being organised under the auspices of the Ministry of Education with the support of the British Embassy and in partnership with the University of Piraeus, University of Macedonia, School of Pedagogical and Technological Education, City College/University of Sheffield International Faculty, IST/Independent College of Science and Technology and Business College of Athens.

Quality assurance in transnational higher education: a case study of the tropEd network

Abstract (provisional)Introduction

Transnational or cross-border higher education has rapidly expanded since the 1980s. Together with that expansion issues on quality assurance came to the forefront. This article aims to identify key issues regarding quality assurance of transnational higher education and discusses the quality assurance of the tropEd Network for International Health in Higher Education in relation to these key issues.

Methods

Literature review and review of documents

Results

From the literature the following key issues regarding transnational quality assurance were identified and explored: comparability of quality assurance frameworks, true collaboration versus erosion of national education sovereignty, accreditation agencies and transparency. The tropEd network developed a transnational quality assurance framework for the network. The network accredits modules through a rigorous process which has been accepted by major stakeholders. This process was a participatory learning process and at the same time the process worked positive for the relations between the institutions.

Discussion

The development of the quality assurance framework and the process provides a potential example for others.
