Reposer la question de la politique des langues dans notre pays est important. La campagne présidentielle a été plutôt pauvre en réflexions de qualité sur ce sujet. François Hollande a pris d’abord soin de souligner la valeur de la langue française, puis il a réitéré son engagement, dûment inscrit dans son programme, à faire ratifier la Charte européenne, « parce que c’est aussi une demande qui nous est faite et qui est légitime » (Dijon, 3 mars 2012). Même si la justification est un peu mince, il faut en prendre acte. Aurélie Filippetti, ministre de la Culture, a annoncé le 15 novembre la mise en œuvre du processus. Tout récemment, le 29 novembre à l’Assemblée nationale, la Commission des lois présidée par M. Jean-Jacques Urvoas a organisé une importante table ronde sur les implications constitutionnelles de la question de la ratification par la France de la Charte européenne des langues régionales ou minoritaires.

La récente campagne électorale française a été l’occasion, de manifestations en faveur des langues de France dont l’ampleur constitue un fait nouveau. Ces manifestations ont concerné l’ensemble des régions ; celle de Toulouse, en particulier, a rassemblé entre 20 000 et 30 000 personnes.

Une telle mobilisation témoigne d’une évolution de l’opinion de notre pays sur ce sujet. En rupture avec cette évolution, le quinquennat de Nicolas Sarkozy a marqué un recul important dans la prise en compte des langues de France, aussi bien d’un point de vue législatif qu’au niveau des aides concrètes[1].

Ces avancées citoyennes comme ces reculs des pouvoirs publics imposent d’imaginer une approche renouvelée de cette question.

Google will not have to pay to use snippets of news content in Germany, according to a copyright law (pdf) that was passed in the country.

We discussed the proposed law last year, which Google had spoken out about. At the time, it looked like, if passed, it would have required search engines and aggregators to pay to license content from publishers in order to display headlines (with links) and snippets of text.

The French-American Foundation and the Florence Gould Foundation announced the finalists for their 26th Annual Translation Prize for superior English translations of French works published in 2012. 

All finalists will be recognized at the Annual Awards Ceremony on June 5, 2013 where the winning translator in each category will be announced and receive their $10,000 cash prize, funded by the Florence Gould Foundation.

The 2013 Susan Sontag Prize for Translation will award a grant of $5,000 for a proposed work of literary translation from French into English by a translator under the age of thirty. The deadline for applications is April 12.

 

The grant will be awarded in late June, and the translation must be completed by November. Eligible works include novellas, plays, and collections of poetry, short stories, or letters originally written in French. Applicants wishing to translate longer works should contact the Susan Sontag Foundation before applying so that supplementary materials can be included. Preference will be given to works that have not been previously translated.
