Google Translate is coming to Chrome on Android. The Chrome Beta Android app was updated Thursday with a new feature that can automatically translate webpages into different languages. On a phone or tablet, the feature works a lot like the translation capabilities that are included in Chrome on the desktop counterpart — recognizing different languages by scanning websites and translating them after a user prompt. Say your phone is set to English. Anytime you open a page in any other language, a translation bar will show up across the bottom of your screen — instead of across the top as it does on the desktop. After the translation is done, another box will pop up in the same spot, asking if you want Google to always translate whatever language you just converted. It's all simple stuff.

Pour beaucoup de lecteurs aujourd’hui, le mot « Larousse » est simplement synonyme de dictionnaire et la liste est longue des écrivains qui, comme Sartre dans Les Mots, ont témoigné de leur attachement à la marque à La Semeuse. La maison d’édition Larousse naît en 1852 de l’association de deux anciens instituteurs, Pierre Larousse et Augustin Boyer, et appartient depuis 2004 au groupe Hachette Livre. Dans un contexte d’alphabétisation et d’élévation constante du niveau scolaire aux XIXe et XXe siècles, sa longévité et son prestige reposent sur deux piliers imaginés par les fondateurs : les manuels scolaires d’une part, les dictionnaires et encyclopédies d’autre part. Rien ne prédestinait pourtant Pierre Larousse à faire carrière dans l’édition. Fils d’une aubergiste de l’Yonne, il devient instituteur dans sa ville natale. Mais ses convictions républicaines lui attirent les foudres des autorités ecclésiastiques. Monté à Paris au début des années 1840 pour y parfaire sa formation, il devient répétiteur puis professeur de grammaire, tout en songeant à s’établir dans le négoce de vin ! Son expérience d’enseignant le conduit à critiquer les manuels publiés par les éditeurs scolaires en place. Louis Hachette, le véritable créateur de ce marché dans les années 1830, publie par exemple L’alphabet et premier livre de lecture à l’usage des écoles primaires. Pour se différencier de ses concurrents, il invente des manuels qui font appel à l’imagination et à l’intelligence des enfants, et non plus simplement à leur mémoire. Après un premier titre qu’il vend lui-même à son domicile, il confie en 1851 à l’éditrice Veuve Maire-Nyon saLexicologie des écoles. Très soucieux de son indépendance, il s’associe en 1852 avec un ancien condisciple de l’Ecole normale de Versailles, Augustin Boyer. Tout en continuant à rédiger des manuels scolaires innovants, Pierre Larousse publie en 1856 le Nouveau dictionnaire de la langue française, qui remporte un grand succès et sert de moteur à la croissance de la jeune entreprise. Mais l’œuvre qu’il prépare depuis son arrivée à Paris, et dans laquelle il entend faire passer, avec une subjectivité assumée, son admiration pour les idéaux nés de la Révolution française, c’est le Grand Dictionnaire universel du XIXe siècle, qui sera publié en quinze volumes de 1866 à 1876. Alors que le « siècle des dictionnaires » bat son plein, il a pour principal rival Emile Littré et son Dictionnaire de la langue française. Pour défendre ses idées dans un climat de censure, Pierre Larousse doit utiliser un subtil jeu de renvois, à l’image de ce qu’avaient fait avant lui les Encyclopédistes des Lumières : de cette façon, il fait mourir le général Bonaparte – qu’il admire – le jour de son coup d’Etat, tandis que l’article Napoléon dénonce la dictature impériale. En outre, par peur d’être censuré comme avait pu l’être Diderot, Pierre Larousse décide en 1869 de se faire lui-même son propre imprimeur, et se sépare momentanément d’Augustin Boyer. Prévu initialement en quinze fascicules, le Grand Dictionnaire sera en définitive publié en 524 livraisons, soit plus de 20 000 pages, rédigées par près de 90 collaborateurs. Dans cette œuvre monumentale, on peut entrevoir l’engagement du pédagogue républicain dans toute sa complexité, y compris dans sa dimension la plus discutable lorsqu’il défend par exemple les bienfaits de la colonisation dans l’article Nègre. Après sa mort prématurée en 1875, ce sont sa veuve et son neveu Jules Hollier qui assurent la publication des derniers volumes du Grand Dictionnaire. Dans la suite de sa longue histoire, la maison Larousse a continué à miser tant sur de grandes séries encyclopédiques que sur le Petit Larousse illustré, avec l’ambition toujours renouvelée de vulgariser les connaissances à l’intention de « ce lecteur qui s’appelle tout le monde ».

Translation Studies today is a discipline that has embraced postcolonial principles of research going beyond geographical divisions. One more step must be made: methodological and area-restricted isolationism needs to be overcome. Today, translation practices and their theoretical conceptualizations are limited to a specific language, a country or, at most, a region. This restricted view, however, is only an ancillary stage which should lead to a generalized comparative study of translation. The history of the humanities shows that, after isolated attempts to understand a particular phenomenon in its diverse manifestations, there comes a stage of subsuming all of these varieties under comparable and comparative criteria. Such a comparative approach allows scholars and researchers to bring into relief both shared and particular features of the studied phenomena that are then seen as an uninterrupted continuum. No such all-encompassing and methodologically consistent approach to research has been attempted in Translation Studies: at best, different diachronic and synchronic manifestations of translation have merely been juxtaposed. To conduct and encourage comparative research of translation practices and theories is the ambition of our research group at the Centre for Intercultural Mediation at the University of Durham. We are fully aware how daunting this long-term project is, since that there is no methodology at present. Yet we believe that with the ever growing sense of community amongst translation scholars and researchers worldwide and the expertise available, what is lacking is a coordinating centre which will bring all the efforts together and launch a new direction of research in translation studies: Comparative Translation Studies. This week marks the 50th year since the founding of a continent-wide organisation that spearheaded efforts to liberate Africa from colonial masters. Now leaders want to map out the next 50 years of political and economic integration. Konjit Sinegiorgis was a young diplomat tasked with distributing documents to the assembled heads of state when the founding congress of the Organisation of African Unity (OAU) was held in May 1963. Sinegiorgis said the OAU "brilliantly" accomplished its primary task. "Its primary mandate was to liberate Africa from the shackles of colonialism and apartheid. I think in that regard it has done brilliantly," said Konjit, now Ethiopia's ambassador to the African Union (AU), the successor to the OAU. The week-long 50-year celebrations culminate on Saturday in the Ethiopian capital where African leaders will be joined by foreign dignitaries including United States Secretary of State John Kerry. African leaders will also consider Agenda 2063, a blueprint they say will bring socio-economic and political transformation to the continent. Kerry, who recently expressed concerns over China's growing influence in Africa, is expected to be joined by China's President Xi Jinping's special representative, Vice-Premier Wang Yang, at the celebrations in the AU headquarters, a building whose $200-million constriction costs were paid by Beijing. Standards and norms The 53-member African Union, which began in 2002, has been trying to emerge as a force for stability on a continent regularly troubled by violence, conflicts and coups. One key achievement of the OAU and AU "has been to set standards and norms that we are now using at the continental level," said Erastus Mwencha, deputy chair of the AU. "We are now talking of having norms such as a protocol on governance, on elections and so forth."

Le monde de belles lettres reconnaît qu'il a laissé derrière lui une œuvre immense que les chercheurs africains pourront continuer d'exploiter. Les 22 ans de la commémoration de la date anniversaire de son décès, a donc donné lieu à une table ronde à Abidjan-Cocody, le week-end dernier, sous le thème : « la langue française, identité et différence ». Il s’agissait d’aborder le rapport de l’érudit Hampâté Bâ avec la langue française. Pour ce faire, la directrice exécutive de la Fondation Amadou Hampaté Bâ, sa fille Roukiatou Hampâté Bâ a indiqué que pour son père la richesse de la langue africaine vient « avant tout » de sa diversité. Avant d’ajouter que l’alphabet peul qu’il a créé visait à donner le statut de langues écrites à cette langue africaine. Pour lui, il fallait coûte que coûte formaliser l’oralité à travers cela. Du passage de l’oralité à l’écrit des langues africaines,Hampâté Bâ y a consacré toute sa vie. Pour qu'en fin les africains prennent conscience de la richesse de leur langue.

For example, in a hypothetical community dialogue, an individual with a staunch opinion favoring coastline conservation may feel strongly about that topic simply because he/she may be living on or near such a location and has family/historical routes in the area. Strong ties to such a location may not be well understood by community members or participants from different geographic locations where other resources and/or environments may be more favorable (i.e. urban environments). Participants, opposing his/her stance on the subject matter, in favor of economic development projects along the coastline may not recognize/accept preserving an area they feel could have significant economic benefits say for a community, county, and/or country. However, by cognitively recognizing “why” either party is opposing the other each can learn of the differences, values, and beliefs. Taking it a step further, using acceptance skills, such as curiosity, flexibility, and, very importantly, open-mindedness, opposing viewpoints can be broken down into similarities and the root(s) of their motivation. The challenge though ultimately lies in adopting appropriate behavioral skills because this is where intercultural competence becomes imperative to ensure further progress can be achieved.

Government must show leadership and political will in promoting its eGovernment services and driving internet penetration, a new report on the impact of internet in Africa has said.
The report said “capturing the Internet’s potential for economic growth and social gains requires thinking and acting collaboratively, often across sectors,” adding that “harnessing ICT is an endeavour that involves multiple policy actors across multiple sectors".
The report, commissioned by Google and launched in Accra this week, was conducted by Dalberg Global Development Advisors, an international management consultancy firm.
Ghana’s approach to building an ecosystem for internet growth has focused on establishing networked infrastructure and promoting government as an early adopter. But this has not yet translated into a substantial increase in access for the broader population, with internet penetration at 9.6 percent of the population as at 2011.
According to Dalberg, government must pursue an aggressive public-private partnership policy to expand the low Internet penetration level in the country.
Google is brining machine learning to photo search and Google+ photos. Google is now making it easier for users to find their own photos using Google Search. On its Inside Search blog, the company explained that users can now search for and through their photos hosted in Google+ Photos. Searching for the query "my photos" offers up this result, personalized with your own Google+ photographs.
