One of the key drivers behind this growth will be more users representing almost half (48 per cent) of the world's projected population of 7.6 billion. In 2012, there were 2.3 billion internet users—about 32 per cent of the world's population.

In 2013 - 7,100,000,000

In 2017 - 7,600,000,000

7.5 / 2 = 3,800,000,000 ?

Therefore this article is claiming that there will be 50% of the world population who will be connected.
