Delaware has become the first US state to legalise full-service intrastate online casino gambling after Governor Jack Markell signed proposed legislation into law less than 24 hours after it had passed through the Delaware Senate.


The Delaware Gaming Competitiveness Act of 2012 made it through the Delaware House of Representatives two weeks ago before being passed by a vote of 14 to six in the Delaware Senate on Wednesday and will see players over the age of 21 in the state able to enjoy slots and games of roulette over the Internet under the control and operation of the Delaware Lottery by 2013.

Gov. Jack Markell has signed a bill authorizing online betting in Delaware and more venues for sports wagering and other gambling.


Markell signed the measure Thursday, less than 24 hours after it narrowly passed the state Senate. The Senate vote was marred by controversy as a Democratic lawmaker who opposed the bill mistakenly voted for it, thinking he was voting for an amendment instead.


Sen. Robert Venables of Laurel had said he may move to rescind Wednesday's vote, but Markell's quick signature of the bill into law may have been intended to moot that possibility.

The bill is expected to be signed by the state's governor and comes in the wake of a Justice Department legal interpretation last year that allowed states to authorize Internet gambling within their borders.

The bill cleared a Senate committee Wednesday despite complaints from church leaders who say it is morally wrong. Delaware's harness racing industry also opposes the bill, saying its members wouldn't get a fair share of the gambling proceeds.

The state House on Tuesday approved a bill authorizing online betting in Delaware and more venues for sports wagering and other gambling. In addition to online slots and table games, the proposal by Gov. Jack Markell expands keno beyond Delaware's three existing casinos to at least 100 sites.


The bill, which was approved on 29-to-8 vote and now goes to the Senate, also authorizes betting on NFL games in at least 20 more sites other than the casinos.

A bill authorizing online betting in Delaware and allowing more venues for sports wagering and other types of gambling is on its way to the state House for a vote. The House Gaming and Parimutuels Committee voted Thursday to release the bill, despite objections from anti-gambling advocates and complaints from the state's harness racing industry that it would not get its fair share of gambling proceeds.


In addition to offering online slots and table games, Gov. Jack Markell has proposed expanding keno beyond Delaware's three existing casinos to at least 100 sites throughout the state, and authorizing betting on NFL football in at least 20 more sites.

If you love casino gambling and live in Delaware, it won’t be long before you’ll no longer have to make your way to one of the state’s three casinos. By 2013, due to a bill signed into law Thursday, people in Delaware will be free to play slots and roulette on their computers -- and probably on their smartphones too.


The tongue-twisting Delaware Gaming Competitiveness Act, signed by Democratic Gov. Jack Markell, makes Delaware the first state to allow full-service online casino gambling, the News Journal of Wilmington, Del., reports. The vote was close, with strong opposition from lawmakers who fear the law will only add to the social costs associated with gambling.

Delaware’s House of Representatives has approved legislation that would permit intrastate online gambling and expand the number of retail locations offering sports betting products. Following approval by a House committee last month, the full House approved HB333 aka the Delaware Gaming Competitiveness Act by a vote of 29 to 8 on Tuesday. The Act calls for online poker, slots, table games and keno to be regulated by the state Lottery, offered via sites fronted by the state’s three land-based casinos on a platform operated by a yet-to-be-determined third-party vendor. The Act also boosts the number of venues offering Delaware’s version of sports betting by 20. Delaware was one of the four states that opted-in to legal sports betting when the federal PASPA sports betting prohibitions were enacted in 1992, but Delaware was restricted to three-game parlay bets. The legislation now moves to the Senate.
