The Obama administration is expected to release on Wednesday a contentious and long-delayed environmental regulation to reduce ozone, a smog-causing pollutant linked to asthma, heart disease and premature death.

The sweeping regulation, which would aim at smog from power plants and factories across the country, particularly in the Midwest, would be the latest in a series of Environmental Protection Agency controls on air pollution that wafts from smokestacks and tailpipes. Such regulations, released under the authority of the Clean Air Act, have become a hallmark of President Obama’s administration.

Environmentalists and public health advocates have praised the E.P.A. rules as a powerful environmental legacy. Republicans, manufacturers and the fossil fuel industry have sharply criticized them as an example of costly government overreach.

The Environmental Protection Agency is days away from proposing an updated air quality standard that Republicans are sure to target as they try to win concessions from President Barack Obama on his environmental agenda — and industry lobbyists think they have the upper hand.
Under a court-ordered deadline, the EPA must decide whether to put forward a more-stringent national ambient air quality standard, known as NAAQS, for ozone by Dec. 1. The pending decision comes more than three years after Obama announced the agency would withdraw a draft rule it had developed in response to a legal challenge to a version written during the George W. Bush administration. Obama said he didn’t want state and local governments to begin implementing a new standard when the Clean Air Act (PL 101-549) required another ozone review to begin in 2013, but his decision came after months of intense industry lobbying against the rule.

Delegates from more than 100 countries breathed some life into proposals to phase down production of hydrofluorocarbons (HFCs) under the Montreal Protocol, the world’s most successful environmental treaty.  Wrapping up a week of talks in Paris, diplomats agreed to hold talks starting in April 2015 on proposals to replace these super-potent heat-trapping chemicals – used in refrigeration, air conditioning, and other industrial applications – with climate-friendly alternatives. 

Two amendments have been offered to the Montreal Protocol to phase down HFCs – a North American proposal offered by Canada, Mexico, and the United States, and another sponsored by Micronesia and other island nations.  The European Union has offered some ideas of its own.

An ozone-destroying chemical long thought to be on the decline in Earth’s upper atmosphere is making an unexpected comeback, an international team of scientists has found.

Backed by years of global observations including key contributions from a Canadian satellite, researchers reported in the journal Nature on Wednesday that concentrations of hydrogen chloride in the Northern Hemisphere have been edging upward since 2007.

Back in the 1970s, scientists began warning about a serious environmental hazard. Certain chemicals used in refrigerants and aerosols cans were destroying Earth's protective layer of ozone, which shields people and plants from dangerous solar radiation.

At first, the industries that made and used the chemicals — known as chlorofluorocarbons, or CFCs — disputed the science and resisted calls for restrictions. Politicians who worried about the "ozone hole" in the atmosphere over Antarctica were mocked for having their heads in the clouds.

As time went on, however, the scientific evidence grew stronger. An international movement sprang up to restrict the production and use of CFCs and similar chemicals. And in September 1987, countries around the world signed the Montreal Protocol on Substances That Deplete the Ozone Layer.

As leaders of the world's largest democracies and prominent entrepreneurial societies, the Obama-Modi summit is a considerable opportunity to accelerate climate action in economically advantageous ways for both countries. The United States, India, and the world will benefit enormously if the leaders agree to immediate action to curb climate change.

Vienna: UN Secretary-General Ban Ki-moon has underlined the importance of the Montreal Protocol to address the climate challenge on the International Day for the Preservation of the Ozone Layer, being observed Tuesday.

"Just over a quarter-century ago, the world was united to reverse the rapid depletion of the atmospheric ozone layer, which protects earth from harmful radiation from space. Today, the ozone layer is well on track to recovery within the next few decades," he said in his message.

IIS students march on International Ozone Day

IIS students march on International Ozone Day | The Ozone ToolBox | Scoop.it

Ideal Indian School observed International Ozone Day with various activities organised by Ideal Eco Club to create awareness among the students about the depletion of the ozone layer and its harmful effects on environment. Students participated in an Ozone Protection Rally on the school's premises to mark the day. They held placards with slogans depicting threats to the ozone layer, from usage of chemicals.

Good news! Earlier this week, scientists announced that the hole in the ozone layer has stopped growing.

The news comes almost three decades after every member of the United Nations signed the Montreal Protocol, a treaty to curb emissions known to damage the atmosphere.


Some have argued that the protocol's success shows what can happen when governments put their minds to tackling major environmental problems. Why, they ask, can't politicians do the same thing for climate change?

So 300 scientists working for the United Nations Environment Program are claiming that the ozone — that blanket of O3 in the stratosphere — is back on track to keep nasty ultraviolet radiation at bay for generations to come. Everyone’s rightly giving all the credit to the Montreal Protocol, an international agreement created in the 1980s to produce and consume fewer ozone-depleting substances.

For the moment, let’s ignore how dubious the optimism of the recent U.N. report is. This is big news: an example of international action to resolve a global atmospheric problem that really works!

After an official purchase agreement at the end of June, 243 new air conditioners using refrigerant R290 settled in their new home at Shenzhen University. With the help of the Chinese government, the Shenzhen municipality is the first city in China to acquire climate friendly air conditioners.

After six years of gridlock, India is stepping forward in discussions with over 180 countries on protecting our climate and moving forward with a global phasedown of hydrofluorocarbons (HFCs), super potent heat-trapping greenhouse gases.

At the Montreal Protocol’s discussions today in Paris, India’s Environment Minister Prakash Javadekar made it clear that India was ready to take action on HFCs, climate-changing chemicals used in air conditioning, refrigeration, foams and aerosol products, and highlighted key areas for discussion. Minister Javadekar’s statement remains faithful to the joint statement issued by Prime Minister Modi and President Obama in September, pledging to cooperate on “the challenge posed by HFCs to global warming.”

This week, the parties engaged with the Montreal Protocol will meet in Paris, to consider the latest report from the United Nations Environment Program Environmental Effects Assessment Panel. This report has summarized the impact of both ozone loss and the associated increase in ultraviolet radiation on the environment and human health.

According to the report, ozone changes may be responsible for the increased number of extreme weather events in New Zealand. The report says the ozone hole is making New Zealand hotter and wetter.

A week of tough negotiations in Paris could decide how the highly polluting gas known as HFCs will be phased out.

Representatives from governments around the world are in the French capital to discuss the Montreal Protocol, the 1987 UN treaty which banned ozone-depleting substances.

Often slated as the world’s most successful environmental treaty to date, the US now wants to use it to regulate HFCs.

HFCs were brought in to replace the ozone-depleting substances banned by the Montreal Protocol. While they do not damage the ozone layer, they have a potent warming effect.

The most common of these gases is 1,430 times more powerful than carbon dioxide. HFCs are primarily used as coolants in refrigerators and air conditioning.

Researchers have long known that man-made climate change will harm yields of important crops, possibly causing problems for the world’s food security. But new research shows air pollution doesn’t just harm crops indirectly through climate change; it seems to harm them directly.

Pollution from soot and ozone has caused a major decrease of crop yields in India, with some densely populated states experiencing 50% relative yield losses. To ensure the world has enough food, we need to look directly at air pollution.

Jennifer Burney and Veerabhadran Ramanathan from the University of California, San Diego systematically investigated the impact of air pollution and anthropogenic climate change on crops in India, where yields have leveled off or decreased in recent decades despite continued improvements in agricultural technology.

During his first official visit to the United States this week, India's popular Prime Minister, Narendra Modi, will meet with President Obama, as well as with CEOs of top U.S corporations, to encourage investment to support India's development goals, which include providing renewable energy for the 400 million citizens who lack access today.

Mr. Obama can help Mr. Modi achieve his development goals by providing a package of energy measures, including assistance to improve the efficiency of India's air conditioning sector, which can use up to half of the available electricity during the sub-continent's hottest months.

To demonstrate its commitment to the protection of the Ozone Layer, the United Nations Industrial Development Organisation (UNIDO) has donated about $1m worth of low foaming machines to Nigeria.

Making the donation to mark the recent International Day for the Preservation of Ozone Layer, UNIDO Regional Director for West Africa, Dr. Patrick Korwama, said the organisation would continue to expedite action in the areas of poverty reduction, trade capacity building and the concentration on environment and energy.

The  Federal Government has trained no fewer than 12,000 members of the Nigeria Association of Refrigeration and Air-conditioning Practitioners on various ozone-friendly practices.

Mr John Akhabue, the president of the association, told the News Agency of Nigeria (NAN) in Ibadan on Sunday that the members had received training on how to dispose of their old gases.

He said the members of the association had also received training on how to use new ozone-friendly gases.

According to him, the training is sponsored by the Federal Ministry of Environment in collaboration with the UN Industrial Development Organisation (UNIDO).

“Today is a great opportunity for us to reflect on the remarkable progress that has been achieved in reducing the damage to the ozone layer. UNIDO is very pleased that our major contribution to the implementation of the Montreal Protocol over the years is now bearing fruit,” said Stephan Sicars, Director of UNIDO’s Montreal Protocol Branch.


UNIDO became an implementing agency of the Multilateral Fund for the Implementation of the Montreal Protocol in 1992. Through the promotion of clean production, UNIDO’s support has enabled industries to eliminate the use of ODS in manufacturing processes.
