"A recurring theme in the sessions I attended at #scio12, and some after hours discussions, was technological infrastructure, and the need to remember that there is a huge digital divide between the haves and the have nots. It’s a problem you expect in developing nations (who we should be communicating with too, not ignoring), but you don’t expect that sort of problem in a country like the United States.

Sadly technological inequality is a huge problem in the United States. In Philadelphia, one of our major metropolitan areas, 40% of the households do not have internet access, in some neighborhoods only about 10% of households have Internet access. That’s at least 230,000 households in without access to the Internet in one city."

"Librarians have a term for it: the digital divide — those who have and those who do not have a computer in their home, or a basic knowledge of how one works. And the divide yawns ever wider in these days of spiking unemployment.

Libraries in Maine and across the country have long been centers of cyberconnectivity for people who have no computer connection in their homes — 73 percent of all Americans, according to the American Library Association.

These days, the computers and free Wi-Fi offered by libraries are taking on an expanded role — as places where the unemployed come to look for work. Some don't have a computer, some have given up paying for the Internet to save money."

"As access to devices has spread, children in poorer families are spending considerably more time than children from more well-off families using their television and gadgets to watch shows and videos, play games and connect on social networking sites, studies show.

This growing time-wasting gap, policy makers and researchers say, is more a reflection of the ability of parents to monitor and limit how children use technology than of access to it.

“I’m not antitechnology at home, but it’s not a savior,” said Laura Robell, the principal at Elmhurst Community Prep, a public middle school in East Oakland, Calif., who has long doubted the value of putting a computer in every home without proper oversight."

"Libraries have been playing a key role in reducing isolation and improving job prospects among those with no internet access, writes David Batty."

 

"At a time when many local authorities have cut back on their library services, Brighton & Hove city council has made them central to improving its performance and the experience of service users.

The Council Connect project provides local residents who lack internet access or online skills with information technology training and support. This is aimed at enabling them to use other local authority services online more easily and develop skills useful for employment and in their personal lives.

The project began last year to bridge the divide between web-savvy local residents who save time and money by going online to pay council bills, resolve enquiries or arrange services, rather than visiting council offices, and those with no internet access or skills.

The council noted that the latter often live in more deprived communities or belong to more marginalised social groups, such as older people, those with mental health problems, unemployed people and some ethnic minorities."
