The Google+ Bar: The bar is your connection to Google+

The Google+ bar, which appears at the top of Google products, is your connection to Google+. You can share what's on your mind, view your Google+ notifications, access your profile, or jump to a variety of other Google products. For instance, to get to Google+, all you have to do is click +[your first name].

When you're signed in and look at the Google+ bar, you'll see your full name or email address displayed with a photo or avatar next to it. This helps you identify which account you're currently signed in to. You can sign in to multiple accounts at once and switch between them using the Google+ bar.

The black bar isn’t only in the search engine, but it’s side wide. We tested the new navigation bar in Picasa, Google Docs, Google Reader, and even Google Books… And poof, Google.com and its sub particles are now officially with a black nav bar, excluding YouTube.

If I’m not mistaken, Google changed the navigation bar and used the color black to “emphasize” the nav bar’s existence more, aside from the fact that they’re also set to launch a new social networking like service, the Google+ that will surely challenge the popularity of Facebook in the next coming years.

But there's one aspect that should have Facebook a little bit nervous.
Once you've signed in, every Google site you use gets a toolbar across the top with some new icons related to the service.
Among those icons is a little notifications window. Whenever somebody adds you to their Circle ("friends" you, in Facebook terms) or comments on something you've said or shared, the notification window turns red.

As those users sign up for Google+, they're going to be continually reminded to check the site.
That's one way to build an audience fast.
