Coursera offers free, online courses to people around the world, but if you live in Minnesota, company officials are urging you to log off or head for the border.

The state’s Office of Higher Education has informed the popular provider of massive open online courses, or MOOC’s, that Coursera is unwelcome in the state because it never got permission to operate there. It’s unclear how the law could be enforced when the content is freely available on the Web, but Coursera updated its Terms of Service to include the following caution:

There are some interesting issues raised in here, such as:

 

"Germany has raised a number of fundamental objections to the idea of OER. They question whether a lack of digital content prevents learning, particularly in the case of people with low qualifications, and whether well-educated people will benefit the most from OER. Furthermore, they ask if there are any sustainable business models for OER and suggest that there are questions of standards, quality, technical interoperability, and legal questions concerning copyright that have not yet been solved. The issue of copyright is widely discussed in Germany in reference to the ongoing Open Access debate."

The University of Southern Queensland has launched the first OERu "prototype" course. This is a great step forward for the OERu. It's not clear from this announcement how students will be recruited for the course, or what the enrolment procedures will be. I'll be watching this space with interest.

This post covers work I have been doing recently on developing a badging system for the online courses we run at the JISC RSC Scotland, using the Mozilla Open Badges Infrastructure (OBI). The courses are not formally assessed or accredited so we only issue a Certificate of Completion for successful completion. Much of the course content is created by the learners and it also incorporates peer review so we do also issue a peer award.

 

We wanted to investigate ways to give the certificate and peer award more impact than just a piece of paper stuck in a drawer...
