THE proportion of graduates of the vocational training system who find better or more skilled jobs after completing their course has hit a decade low, with the share of private provider graduates improving their employment status sliding almost 10 percentage points in 10 years.

Figures compiled by the National Centre for Vocational Education Research show just 14.8 per cent of graduates reported being employed at a higher skill level than before they had undertaken training. The improvement rate for graduates of private providers was even lower.

Just 13.6 per cent of graduates from government-funded private providers reported that they had moved into higher-skilled employment, compared to 25.2 per cent five years ago. Just over 47 per cent of graduates from private providers who had been unemployed before training reported they had found employment, down from 61.8 per cent in 2005.

But this compared favourably to graduates of TAFE courses, with only 42.3 per cent of those unemployed before training gaining employment.

The findings come as the private training industry body moves to rein in rogue colleges it says are tarnishing the sector, and calls for a sector-run ombudsman to ­handle student complaints.

Reeling from a string of claims about students enrolled into courses inappropriate for their needs, and the implosion of the biggest training provider Vocation Limited, the Australian Council for Private Education and Training said it would also support a government-run scheme like the Overseas Students Ombudsman established following the Baird review into services for international students.

“It’s a bit rich for us to say government should get its act together and set up an ombudsman,” said Rod Camm, chief executive of the ACPET.

“Industry is genuinely trying to take the lead on this issue. But if government wanted immediate action, we would be (committed) to making sure it works.”

He said a national complaints handling body could also be mandated through funding contracts or set up through the membership of organisations such as ACPET and TAFE Directors Australia.

But despite lower employment outcomes, satisfaction with teaching and assessment remained high across both TAFE and private providers, the NCVER survey found.

The annual audit this year took in 20,420 TAFE and 9270 private provider graduates, excluding full-fee paying students. The NCVER survey found that 88.7 per cent of TAFE graduates and 85.9 per cent of private college graduates were satisfied with the overall quality of the training.

And overall employment figures remained high, with 77.5 per cent of graduates in some form of employment.

“A slightly higher proportion of private provider graduates were employed and a slightly higher proportion of TAFE graduates were engaged in further learning, and those numbers reflect underlying differences in the intention of students,” said Sue ­Fergusson, general manager of research at NCVER. “Employment outcomes have deteriorated since 2009, most notice-ably in Victoria and South Australia, where they have been affected by the high dollar and where manufacturing has subsided.”

More than 38 per cent of TAFE graduates entered further training, compared to 31.7 per cent of private provider graduates.

Employment outcomes for students completing individual vocational training modules remained largely level with previous years, with just 9.4 per cent of module completers employed at a higher skill level after training. Just under half of module completers reported an improved employment status after training, compared to 52.7 per cent in 2005.

The federal government has already flagged changes to training schemes to create a more explicit link between education and employment.
