This is a brilliantly simple way to account for the cost of consuming non-renewable resources, thus strongly encouraging their reduction, and increasing the value of recycling. And it does it in a fair way that rewards all people equally, especially those who choose to consume less of the non-renewable resources.

They also deal with emissions: "An emission fee is placed on introduction of a potentially polluting substance into the commercial system, preferably at import or extraction. The fee is raised until the substance is under control." Putting fees on emissions is necessary because cheaper sources of the same resource would otherwise tend to be exploited first. E.g. fossil fuels are easier to exploit than CO2 emissions. We could simply raise the fee on the resources until it is cheaper to recycle the emissions, but for some "waste", it may be hard to find any buyer at any price.

Yale Environment 360: Yale Plans to Charge University Departments for Their Carbon Emissions | Sustainable Futures | Scoop.it

Yale University has announced that it will enact a novel carbon-pricing mechanism in the next academic year in hopes of curbing its greenhouse gas emissions. Devised by a committee led by economist William Nordhaus — an expert on the intersection of climate change and economic policy — the program will operate in a pilot phase for three years before possibly going into full effect, the university said. According to the committee's report, departments within the university would be charged based on how much their carbon emissions deviated from average levels in the past. The report recommends a price of $40 per ton of carbon dioxide, which is based on current federal legislation and the government's estimates for the social cost of carbon. "We didn't see anything like this" when reviewing other institutions' carbon-pricing schemes, Nordhaus told E&E News, saying he believes Yale's program is the first and most comprehensive of its kind.
