Ukrainian Prime Minister Arseny Yatseniuk said on Tuesday that the conflict in its Crimea peninsula, now under Russian control, had entered a military phase and accused Russia of committing a "war crime" by firing on Ukrainian servicemen. "The conflict is moving from a political one to a military one because of Russian soldiers," he told a meeting at Ukraine's defense ministry. "Today, Russian soldiers began shooting at Ukrainian servicemen and this is a war crime without any expiry under a statute of limitations." Yatseniuk said he had ordered Ukraine's defense minister to call a meeting with his counterparts from Britain, France, and Russia - signatories to a 1994 treaty guaranteeing Ukraine's borders to "prevent an escalation of the conflict".

By Steve Gutterman and Thomas Grove MOSCOW (Reuters) - Defying Ukrainian protests and Western sanctions, Russian President Vladimir Putin signed a treaty on Tuesday making Crimea part of Russia again but said he did not plan to seize any other regions of Ukraine. In a fiercely patriotic address to a joint session of parliament in the Kremlin, punctuated by standing ovations, cheers and tears, Putin said Crimea's disputed referendum vote on Sunday, held under Russian military occupation, had shown the overwhelming will of the people to be reunited with Russia. As the Russian national anthem played, Putin and Crimean leaders signed a treaty to make Crimea part of the Russian Federation, declaring: "In the hearts and minds of people, Crimea has always been and remains an inseparable part of Russia." Parliament is expected to begin ratifying the treaty within days.

Climate Change Is Putting World at Risk of Irreversible Changes, Scientists Warn in Rare Policy Intervention | InsideClimate News | Sustain Our Earth | Scoop.it

The world is at growing risk of "abrupt, unpredictable and potentially irreversible changes" because of a warming climate, America's premier scientific society warned on Tuesday.

 

In a rare intervention into a policy debate, the American Association for the Advancement of Scientists urged Americans to act swiftly to reduce greenhouse gas emissions – and lower the risks of leaving a climate catastrophe for future generations.

 

"As scientists, it is not our role to tell people what they should do," the AAAS said in a new report, What we know.

 

"But we consider it our responsibility as professionals to ensure, to the best of our ability, that people understand what we know: human-caused climate change is happening, we face risks of abrupt, unpredictable and potentially irreversible changes, and responding now will lower the risks and costs of taking action."
