The drive to bring Alberta crude to the United States will continue no matter what the Americans decide about the Keystone XL pipeline, Alberta Premier Alison Redford said Tuesday.

In Washington for a final round of lobbying on behalf of the controversial TransCanada Corp. project, Redford cautioned that rejection by the Obama administration when the issue comes to a head this summer could transform Keystone XL into a never-ending diplomatic thorn, likely to arise every time Canadian and U.S. politicians meet.

Last week, China moved to revise its gasoline and diesel fuel pricing system to make it more responsive to global crude oil price changes and to enable the nation's refiners to begin producing cleaner fuels. Under the nation's prior fuel pricing scheme, last amended in 2008, fuel prices could be adjusted whenever the price of a basket of international crude oils changed by more than 4% over a 22 working day period. Under the new policy, the 4% trigger point will be scrapped and the measurement period shortened to 10 days.

Russian hydrocarbon exports may fall by 2040 given a substantial increase in global production of shale oil and gas, according to the Forecast for Global Energy Development to 2040, prepared by the Russian Academy of Sciences Institute for Energy Research and the Russian government's analytical center.
