The land has now been sold for an undisclosed amount to Sparrows Point Terminal, an offshoot of the Hanover-based investment firm Redwood Capital Investments LLC. Under terms of an agreement announced Thursday with the U.S. Environmental Protection Agency and the Maryland Department of the Environment, Redwood Capital will commit $48 million to clean up the property's land and groundwater, and pay $3 million to the EPA to investigate issues in the water surrounding Sparrows Point.

Senate to take up conservation easement incentive legislation

One of the most cost-effective ways of conserving these precious lands is known as a conservation easement, whereby a local landowner voluntarily donates the future development rights to his or her land in exchange for a limited federal tax benefit.

This can work miracles for land trusts. We actually have an easement under a former iteration of this legislation.

The parcel described is protected by NeighborSpace with a conservation easement. But the underlying fee is owned by Tollgate Wyndham Preserve, a nonprofit formed by Dr. Filner and others, including Dave Fuller, who had a vision for preserving the property and creating the walking trails that exist today for the benefit of the local community.

"Measuring What Works for Healthy Green Spaces will study the effects of nature on cognitive functioning without constructing or even visiting a natural space. Instead, study participants will be shown images of different design elements from many of the TKF Foundation’s regional, Mid-Atlantic Open Spaces Sacred Places. The impact of these design elements will then be measured through a combination of fMRI brain imaging, cortisol assays and journal analysis.

Beyond determining the elements of nature that have a positive impact on cognitive functioning, the project has farther-reaching implications. “We’re going to try to use these results to inform the future design of natural spaces in urban areas,”

The developer of the proposed Merritt Pavilion is close to securing commitments from three well-known national restaurant chains to bring their restaurants to Dundalk.

"In listening to the community, it was clear to me that even though a 21,000 square feet center would be among the largest in the County, we needed the facility to be even larger to accommodate all of the programs that will use the facility. I am very pleased to announce that Dundalk's new community center will be 24,395 square feet, the second largest amount of recreational space in a community center in the County..."

Survey respondents who reported the highest satisfaction with local government services weren't inclined to support spending more on it—especially among whites.

"...whether men or women, whether white, black, or Hispanic, in every region and locality, of any age or income group, respondents said that the government services they received were a decent value for the local taxes they paid. A majority of every single group stated so. And for most constituencies, upward of 70 percent of respondents said that government works just fine for them where they live."

Local governments can help reduce youth obesity levels by increasing the amount and type of public lands available for recreation, researchers say. "More non-motorized nature trails available for use by youth in a particular county lead to an increase in the physical activity rates as well as lower youth obesity rates," one researcher said.
