Certain measures of brain anatomy were even better at judging learning potential than traditional measures of ability such as IQ and standardized test results, says study author Kaustubh Supekar of Stanford University. These signatures include the size of the hippocampus — a string bean–shaped structure involved in making memories — and how connected the area was with other parts of the brain.

Gov. Andrew Cuomo visited the State University of New York campus Thursday to discuss his economic development initiatives, including one that could allow startup technologycompanies to operate tax free on the campus.

 

State legislators last week approved Cuomo’s new Start-Up NY program designed to transform university communities into new-business incubators.

His trip to Purchase Collegewas part of a promotional tour for the initiative, which he signed into law Monday.

 

Under the program, participating new or out-of-state businesseswill not pay any taxes for 10 years and their employees will pay no income taxes for the first five years, among other benefits.

 

“You still have states in this country that have zero taxes, and that’s hard to compete with,” Cuomo said after his presentation to local elected and businessleaders. “Our big problem right now is we’re creating jobs on our college campuses, but we lose 75 percent of the jobs we create within the first year. … Why? Because they’re going to lower-tax states.

 

“This, I believe, is going to end that,” he said. “We created them, we keep them, we let them grow. If we keep them for 10 years, they’ll develop roots in the community, they buy a house, their kids will be in our school systems, but we have to get past that initial one-year, two-year period where they’re leaving now for more competitive states.”

 

There are about 120 million square feet of eligible vacant land and offices in the SUNY system and private colleges, Cuomo said.
