The first paragraph of this article says it all,  With no fewer than 11 hired medical personnel watching from the sidelines, no one intervened (or ever intervenes) to prevent obvious injuries on the football field.  The medical ethics of the National Football League are called into question in this article from the Washington Post.

Sport, at both international and local levels, seems to constantly be in a doping crisis. It may be time to consider legalising performance enhancers because zero tolerance is clearly not working.

So...because organizations are failing to live by the "zero tolerance" of doping, people honestly think we should consider legalizing the use of drugs and performance enhancing drugs in particular for athletes. Instead of bringing down the standard to meet the athletes, we should be bringing the athletes up to the standard.
