The California Senate Energy, Utilities and Communications Committee has introduced new legislation to lower hurdles for accessing electric vehicle (EV) charging networks.Advocate group Plug In America said that the legislation also provides for pricing transparency. "This bill will ensure that plug-in drivers can charge everywhere and will know what it will cost," said Jay Friedland, Plug In America's Legislative Director. "Public charging spots must be readily accessible to the public and not constrained with access cards or network membership requirements."

Darmstadt, Germany, May 13, 2013 – Merck announced today the start of a project sponsored by the German Federal Ministry of Education and Research (BMBF) to develop high-efficiency cobalt-based dye-sensitized solar cells (DSSCs). The project COBRA (organic cobalt-based low-cost printable large-area photovoltaics) will run for three years and cost a total of around EUR 3 million. Merck, the consortium leader, is participating in the research project together with 3GSolar from Jerusalem, Israel, and Colour Synthesis Solutions Ltd. (CSS) from Manchester, United Kingdom.

The Pentagon increasingly sees its oil dependence as a weakness and aims to reduce it. The amount of fuel used per individual soldier has skyrocketed in recent years because of an increased use of aircraft and armored vehicles. In Afghanistan, that dependency has meant long and costly supply lines that are vulnerable to attack and limit the reach of American forces.

Although photovoltaics is booming worldwide, but the situation for German manufacturer of solar cells and modules is critical. Reasons for this are global overcapacity and manufacturers from China, which have flooded the world market with modules of 15% efficiency at low prices. German and other European manufacturers can only compete if they offer higher efficiency cells and modules at competitive prices. The Institute for photovoltaic (ipv) of the University of Stuttgart has now achieved on the hunt for highest efficiency with the simplest possible production processes, a new record. In a project funded by the German Federal Ministry for the Environment project succeeded in producing crystalline silicon cells with almost 22% efficiency.

Airplanes are notorious for leaving enormous carbon footprints, right? Wrong. There is now an exception to that rule, and it's name is Solar Impulse. It's a solar-powered airplane that can fly without a drop of fuel. And, in spite of the adjective "solar-powered", it doesn't require sunlight at all times. It can even fly at night.

(Reuters) - Planned European levies on Chinese solar panels will only go some way to halt a rout among equipment makers who face the paradox of a booming market but falling revenues - and could suffer even more if a trade war erupts. Huge European subsidies for solar power helped create hundreds of start-ups building solar equipment. Those subsidies are being phased out faster than expected, while greater competition within Europe and the United States as well as from China have pushed down prices and forced panel manufacturers to the wall.

A plane powered only by the sun has completed the first leg of a journey that aims to cross the US. The plane, the first able to fly day and night, began a transcontinental journey that will reach Washington by mid-June. Solar Impulse lifted off from a World War II-era airfield in San Francisco on Friday and has room for only one person and an average cruising speed of about 69km/h. It landed in Phoenix, Arizona, some 18 hours later.

The miniaturization of solar cells enables the fabrication of devices with high efficiencies that consume many times less rare earth material, and are capable of operating in extreme illumination conditions. One way to increase the efficiency of a solar cell is to increase the power density of the light incident upon it. Indeed, if light is concentrated on a solar cell (e.g., via a lens), its voltage, and thus its efficiency, increases logarithmically. There are, however, limits to this efficiency increase; for example, the temperature of a device under intense light can become high enough to decrease the efficiency and eventually destroy it. Additionally, the output power for large current densities is limited by series resistance.

The Chilean Ministry of National Property will make public land available for renewable energy development through a new government plan, according to local newspaper La Tercera. The ministry has already received 230 requests for land from renewable energy developers. Together, these requests represent 35,000 hectares (86,487 acres) of public land. According to the article, the government has accepted 21 of these applications, representing 8,300 hectares. PV projects account for about a third of the approved projects, and most of the 21 projects will be located in northern Chile, in the regions of Arica and Parinacota, Antofagasta and Tarapaca.

LONDON -- Europe's program to halt climate change is in disarray with lawmakers in the region expressing concern the drift is undermining the planet's most significant effort to combat global warming. Members of the European Parliament’s environment committee meet today for a second time to revive a plan the full assembly rejected that would have boosted the cost of greenhouse-gas emissions. The rebuff left the cost of pollution near a record low, leaving companies with less incentive to reduce emissions.

The battle to build a better battery intensifies as the U.S., seeking to reduce the greenhouse gas emissions that worsen climate change, look to expand carbon-free renewable energy like wind and solar. Batteries are key. They can directly power electric cars and buses and, indirectly, homes and big buildings by storing solar and wind power for times when the sun doesn't shine and the wind doesn't blow. They balance out renewables that produce energy intermittently so consumers can power up laptops or run refrigerators 24/7.
