Where Tortoises and Solar Power Don't Mix

Oct. 4 (Bloomberg BusinessWeek) -- For a sense of how complicated it is to combat climate change without collateral damage, consider the $56 million spent so far to rescue and relocate desert tortoises from the upheaval caused by the construction of a Mojave Desert solar plant. When completed next year, the $2.2 billion Ivanpah Solar Electric Generating System will use 173,500 computer-controlled mirrors to aim 1,000-degree rays at boilers mounted atop three 459-foot towers, turning water into enough steam-generated electricity to power 140,000 homes. Its developer, BrightSource Energy, sees it as a solar equivalent of the Hoover Dam, a Depression-era hydroelectric project that was the green power marvel of its day.

Ten thousand silvery glass panes, each measuring 115 square metres, surround a tall central tower, which stands like a twinkling needle in the featureless landscape around it. Resembling a fabulous alien metropolis, Crescent Dunes is in fact a highly sophisticated, mile-and-a-half-wide solar power plant – “the next generation in solar energy”, according to Kevin Smith, one of the project’s founders.

It’s estimated that two of every three people living in sub-Saharan Africa lack access to grid power, which plays a big part in limiting their ability to improve the conditions in which they live and work. U.S. President Barack Obama zoomed in on the twin issues of electricity access and energy poverty in 2013 with the launch of the Power Africa program, an international public-private partnership that draws on the resources of more than 120 public and private sector organizations in a bid to install 30,000 megawatts (MW) of electrical power and add 60 million electricity connections in sub-Saharan countries by 2030.

Summarizing progress and achievements to date, a USAID spokesperson told SolarMagazine: “After three years, we have facilitated the financial close of projects that will bring more than 4,600 MW of electricity and funded projects that will add more than 2.5 million new connections. This year showed continued progress towards a viable path to an economically and environmentally sustainable energy sector.”
