The registration papers are key for her future in China.  In order to live in an area you must have papers.  Because her parents couldn't afford the fine she is basically invisible to the government.  The one child policy wasn't enforced in rural areas or if people had money to pay.

A girl named Li Xue now in her mid 20s didn't have a fair life because she was the second child in her family. Her older sister lost a leg and so the parents wanted another child who would be able to take care of them when they were old. She wasnt allowed an education even though she loved to learn, she didn't have health care becuase she wasn't allowed, and the parents have been beaten because they had 2 children by police. This relates to the topic of Social because it is about the family and her ranking of importance because she was the 2nd child.
