Energie solaire : Le Gouvernement veut mettre fin à la concurrence ... | Social Mercor | Scoop.it
Face à la concurrence étrangère, jugée déloyale, le gouvernement vient de décider de soutenir la filière française de l'énergie photovoltaïque.

Les fabricants de panneaux solaires français sont en train de subir une belle tempête qui a déjà laissé en route beaucoup de cadavres. Et beaucoup d'entreprises sont encore aujourd'hui dans le désarroi. Pour répondre à la volonté du gouvernement Sarkozy de développer les énergies propres et renouvelables, ils s'étaient pourtant lancés en confiance, il y a quelques années dans ce marché, soutenus par des mesures fiscales et financières. Mais la crise est passée par là et le Gouvernement est revenu sur ces mesures. Résultat: les prix des panneaux solaires français ne sont pas assez compétitifs par rapport aux prix des panneaux fabriqués en Chine, notamment.

Sans changement la filière solaire française est donc condamnée à disparaître.


Consciente du désastre annoncé, Delphine Batho, ministre de l'Ecologie, du développement durable et de l'Energie, qui est chargée de piloter la " Transition énergétique ", vient donc de présenter un ensemble de " mesures d'urgence " visant à doubler les prévisions du développement annuel des projets solaires en France pour atteindre au moins 1000 mégawatts à partir de cette année, tout en privilégiant, la qualité, l'efficacité, la durabilité, et l'impact sur l'environnement des produits, et non plus seulement le prix.

Ainsi, concernant les grandes installations françaises, les technologies innovantes (photovoltaïque à concentration et photovoltaïque avec suivi du soleil), et les technologies matures sur ombrières et sur toitures, vont être soutenues. Les appels d'offres du gouvernement vont désormais valoriser la compétitivité-coût des projets proposés, mais aussi leur contribution à la protection de l'environnement et du climat ainsi qu'à la recherche, au développement et à l'innovation.


" Ces critères ont vocation à soutenir la filière solaire française dans un contexte de concurrence déloyale ", précise Delphine Batho, sans ambiguité.


Quant aux installations de taille moyenne, les critères des appels d'offres vont aussi changer. Outre le prix, les appels accorderont désormais une attention particulière à la contribution des projets à la protection du climat en intégrant un critère d'évaluation carbone du processus de fabrication des modules photovoltaïques.

Enfin concernant les petites installations sur toitures, d'une puissance allant jusqu'à 100 kilowatts, la grille tarifaire sera simplifiée pour mettre fin à la distinction faite entre installations selon l'usage du bâtiment. En outre les tarifs d'intégration simplifiée au bâti seront augmentés de 5%.

Et tous les projets pourront bénéficier d'une bonification supplémentaire allant jusqu'à 10% en fonction du lieu de fabrication des modules photovoltaïques pour prendre en compte les différences de coût observées.


Par ailleurs, le tarif T5 dédié aux autres installations sera baissé de 20% mais également assorti de la bonification d'au plus 10%, afin de privilégier le développement des installations créatrices d'innovation et de développement local.

Enfin, un répertoire des entreprises industrielles de la filière photovoltaïque française va être mis en ligne le 1er février 2013.

Delphine Batho veut ainsi donner aux industriels français du solaire un cadre stable pour leur permettre d'investir à moyen et long terme. Et ça va évidemment dans le bon sens. Car le solaire est un vivier d'emplois, et son développement est indispensable pour préserver nos ressources naturelles, assurer notre indépendance énergétique et protéger l'environnement. Mais nous n'avons plus le droit à l'erreur.

A step up from remote controlled robots doing dangerous jobs, saving potential lives. This could allow for more dextrous and accurate controls without the remote-control middleman and instead with direct input.

 

If these were to make it into society then it could vastly change the structure of things, with work being done without even leaving the home.

This particular website gives information on the creation of avatar/robots that humans will be able to control. This will change the future, technology will allow humans to create there own avatar in the form of a robot, allowing humans to stay home whilst there avatar/robot goes out to do there daily needs or to even do there jobs at a single touch of a button, this technology will vastly change how the world works and runs.
