Reporter and anchor Lorenzo Hall (@LorenzoHall) of WTVR CBS 6 "admitted that it took him a while to get acquainted with Twitter.  ... Now, Twitter is one of the first things he checks when he wakes up in the morning. Hall said he has his phone with him throughout the day to check Twitter updates from other news organizations. He pointed out that checking Twitter can help him ensure that he does not miss stories that the other local stations are covering. And he uses Twitter to break the news long before the evening newscast. Hall shoots photos and videos with his cell phone on the story he is covering for TV and posts them on Twitter."

I also found these ten general tips elsewhere that are useful to keep in mind (and I'm breaking one of the guidelines by not crediting it):

Have a voice that is credibile and reliable, but also personal and humanBe generous in retweets and credit othersLink to external material rather than simply broadcast your own contentListen and respond to othersProvide information that adds valueSeek out the views of usersPromote the most interesting and useful content for audiencesUse hashtags created by the Twitter communityInclude multimedia with tweetsLink to other networks where a conversation is happening, such as Facebook
