Over the last few years we have seen the climate of fiscal austerity in state and local governments lead to the cut back or elimination of vital services – especially prevention-oriented services.  The downturn in the economy reduced tax revenues, and forced government leaders to curtail vital social spending.

At this stage all social impact bonds are exciting. I think the one launched by the Private Equity Foundation to equip vulnerable teenagers for employment is particularly exciting.It is very focused on improving their lives and measuring the results it achieves. It combines passion for the mission with the management skills required to achieve scale in tackling such a widespread social issue.

SIBS is one of many tools we can use to solving complex social problems. At pip we are working with our clients to exam ways they can impact local communities and create growth. Recently, Goldman Sachs invested approximately $10 million in a “social impact bond” to help fund a program in New York City. The initiative – which Goldman Sachs is in partnership with the City of New York, Bloomberg Philanthropies and MDRC, a social services provider – will finance a program called Adolescent Behavioral Learning Experience (ABLE), aimed at reducing the recidivism rate for adolescent offenders at the Rikers Island correctional facility.
