I'd be lying if I said I didn't have a preference when it comes to Mobile Website or Mobile App for your small business, my choice is an loud call for all small business to go with the Mobile Website first. Oh sure there are great arguments for going in the other direction first. My reasoning is this, You have a website now which you have invested time and money into already, why not complete the job and make that website visible to as many people as possible.
