WESTON, Wis. (WSAU) -- Proposals to license escort services in the Wausau area are making rapid progress. 


On Friday, we reported that Wausau Police Chief Jeff Hardel would like to see an escort license ordinance as an additional tool to stop prostitution, and that work is underway on the draft language. Hardel’s wish to have such an ordinance throughout the metro area may happen quickly.

Everest Metro Police Chief Wally Sparks says such an ordinance could be enacted in their jurisdiction as early as next Monday.  “We’ve already got it passed for the City of Schofield. It has passed the Public Safety Committee at the Village of Weston, and for the April 7th meeting, it should be on the agenda. Hopefully, they will take it up and it will be passed at that point.”


If Weston and Schofield’s ordinance passes, and Wausau passes a similar ordinance later, Sparks believes they won’t need identically-worded ordinances.  “The intent is to have a similar ordinance, but either way, the purpose of the ordinance is the same for all of the communities, and that’s to give us another tool for enforcement and hopefully, a tool that serves as a deterrent and keeps people from setting up shop for prostitution services in the Wausau metro area.”


Sparks says having the tools to stop more prostitution will also help stop some of the other dangerous and criminal activity often tied to prostitution.  “It’s a growing problem, and it’s not just the sex-related crimes of prostitution, but a lot of these cases involve drugs, drug trafficking. A lot of times, drugs are exchanged for sex acts and so it affects more than just prostitution.”


So far, there have been two recent undercover sting operations to catch prostitutes and their clients, with ten arrests in the Wausau area since January.

So many thoughts here...


Fundamentally, can you license something that is currently illegal? Isn't that entrapment or something?


Are we blaming "the drug problem" on sex work / sex workers now? Specifically what drugs?


And a whopping 10 arrests; sounds like there is a HUGE problem. Not.


Since this is abut drugs, how many drug arrests? What drugs?

We condemn the treatment of Alejandra Gil and her son Omar Sayun Gil under Mexico’s new anti-trafficking law, which conflates sex work and trafficking, and their treatment since their arrest.


We understand that Alejandra Gil and her son Omar Sayun Gil have been charged with the serious offence of human trafficking, and that they remain in custody. Alejandra Gil is the founder of APROASE, an organization that offers sliding scale health services to street-based sex workers in Mexico City. Her son, Omar, supports her in some these efforts. Alejandra Gil was working to develop a rights-based anti-trafficking tool for use with sex workers, which is important in Mexico, where a new anti-trafficking law has been passed. In other countries where anti-trafficking laws have been passed, we have seen the adverse effects of overly broad focus on sex work lead to arrests and detentions of sex workers and people who work with them.


We the undersigned are concerned at the conflation of sex work with human trafficking, and with the lack of due process afforded the Gils.

A rape crisis line worker in the Newport, CA area has reported receiving calls from a man who claims he is raping and torturing sex workers. The information that follows is from an individual source, and is provided to the community as a safety precaution, not a claim of fact or an accusation against any particular individual. Please use your judgement and discretion when screening your clients.

 

HOW HE HAS IDENTIFIED HIMSELF TO THE COUNSELORS ON THE LINE:

 

Name: David/Alex/Thomas

Age: Mid to late 30s

Good looking, well kept. Owns a sedan and two dogs, a pit and a shitzu. Claims to have body modification, including a genital piercing and penis enlargement.

 

WHAT HE SAYS WHILE ON THE PHONE:

 

He moved from the New Jersey/New York Area to Southern California about 3 months ago. Claims to have targeted sex workers on the East coast as well, taking them to places in the Hamptons and on the Jersey Shore before he moved to SoCal. He calls the Newport, CA rape crisis line once he has a sex worker trapped. He says he cuts their breasts and rapes them. He says he wants to stop. He calls for an audience while he hurts people, and the crisis line counselor reports to have heard muffled/gagged crying and screaming in the background of the calls.

WHAT ABOUT THE COPS?

 

The rape crisis center contacted both the Newport Police and the Orange County Sheriff’s Department, and they will not investigate based on the above information.

 

WHAT CAN YOU DO TO PROTECT YOURSELF?

 

Screen new clients carefully, keep an eye out for a date who matches any of the above description, have the phone number of a trusted friend or local rape crisis line that is sensitive to sex workers always on your person.

She was known to her friends as the go-to person to prepare their income taxes. But 72-year-old Janina Wrigglesworth also had another occupation that involved an entirely different set of clientele.

 

Even in the months before she was killed, Wrigglesworth was involved in the sex industry, known to her customers by several names. One man knew her as Linda. A classified advertisement for massage services, posted in April of this year, carried her phone number and identified her as Diana.

A man who saw her regularly over the past year after finding her number in a classified ad, came to her apartment Tuesday, only to discover she had died.

“I used to call her and say I wanted to see her and she said, ‘Okay, come here, no problem.’ She would talk to me,” said the 72-year-old man, who declined to give his name because he didn’t want his family to know he’d been there.

In San Francisco and other cities across the US, possession of condoms, condom wrappers and conversations about safe sex are used as evidence against sex workers to justify arrest for prostitution and prostitution related charges.

 

The routine use of condoms as a tool to violate our basic human right to protect ourselves from HIV and sexually transmitted infections, as well as prevent unwanted pregnancies, is unjust and counter to sound public health.  The Human Rights Watch released a report chronicling this absurd practice in four cities:  New York, Washington DC, San Francisco and Los Angeles.
