According to the report, in most cases, payment card data breaches are not a failure of security technology or of compliance with PCI DSS, but rather a failure to implement appropriate compliance and security measures, as intended.

Deferring technology that improves customer security due to cost is being recognized as a costly decision. All major credit cards drawing a line, insisting retailers implement the equipment to read the more secure EMV by October 2015 or "be liable for the costs of any fraud resulting from stolen data".

Particles in smog also defeat infrared cameras which are commonly used to penetrate fog. Interstingly, the Chinese government accepts this as a challenge to improve camera technology rather than clean their air. Perhaps in the end there is more profit in advanced cameras than there is in advanced pollution control.
