Africa’s classic depiction in the mainstream media, as a giant basketcase full of endless war, famine and helpless children creates an illusion of a continent utterly dependent on Western handouts. In fact, the precise opposite is true – it is the West that is reliant on African handouts. These handouts come in many and varied forms. They include illicit flows of resources, the profits of which invariably find their way into the West’s banking sector via strings of tax havens (as thoroughly documented in Nicholas Shaxson’s Poisoned Wells). Another is the mechanism of debt-extortion whereby banks lend money to military rulers (often helped to power by Western governments, such as the Congo’s former President Mobutu), who then keep the money for themselves (often in a private account with the lending bank), leaving the country paying exorbitant interest on an exponentially growing debt. Recent research by Leonce Ndikumana and James K Boyce found that up to 80 cents in every borrowed dollar fled the borrower nation in ‘capital flight’ within a year, never having been invested in the country at all; whilst meanwhile $20billion per year is drained from Africa in ‘debt servicing’ on these, essentially fraudulent, ‘loans’.

Fighting is still going on in many areas, notably in the Western Mountains and around Misrata and Brega. Tens of thousands of people from these areas are displaced inside Libya or have taken refuge in Tunisia and Egypt. Some are returning to their home areas, when and where conditions allow, while others are fleeing. Many family members are separated from one another. Thousands of people have been detained or are unaccounted for in connection with the conflict.

There was a scarcely noted but classic moment in the Senate hearings on the nomination of John Brennan, the president’s counterterrorism “tsar,” to become the next CIA director.  When Senator Carl Levin pressed him repeatedly on whether waterboarding was torture, he ended his reply this way: “I have a personal opinion that waterboarding is reprehensible and should not be done.  And again, I am not a lawyer, senator, and I can't address that question.”

How modern, how twenty-first-century American!  How we’ve evolved since the dark days of Medieval Europe when waterboarding fell into a category known to all as “the water torture”!  Brennan even cited Attorney General Eric Holder as one lawyer who had described waterboarding as “torture,” but he himself begged off.  According to the man who was deputy executive director of the CIA and director of the Terrorist Threat Integration Center in the years of “enhanced interrogation techniques” and knew much about them, the only people equipped to recognize torture definitively as “torture” are lawyers.  This might be more worrisome, if we weren’t a “nation of lawyers” (though it also means that plummeting law school application rates could, in the future, create a torture-definition crisis).

Escalation: Obama to Spend $50 Million on Mali War -- News from Antiwar.com

Starting with providing transport planes for French combat forces, the US continues to get sucked ever deeper into the Mali invasion, with an announcement that President Obama has set aside an additional $50 million to pay for the US involvement in the war.

It didn’t take long for officials to talk of moving from transport planes to providing in-air refueling planes for French air strikes across the nation. The US is also planning a drone base somewhere in the region, an expense likely far greater than the $50 million.
